Responsibilities

Sabre Systems is seeking an experienced Operations Research Analyst to support the NAVAIR Sustainment Group (NSG) at Patuxent River, MD. The selected candidate will be dual-hatted, 50/50, as the Reliability Control Board (RCB) Team Lead and the Sustainment Analytics Team Lead. The candidate will provide analytical and decision-support capabilities to the Analytics Division Director and senior Naval Aviation Enterprise (NAE) leadership. This role focuses on developing and applying data-driven tools, metrics, and analysis to improve naval aviation readiness, optimize sustainment investments, and reduce lifecycle costs for aircraft and weapons systems supporting Sailors and Marines. This position requires the ability to manage complex analytical projects and apply advanced readiness and cost analysis techniques to provide Navy leadership with "best value" alternatives that optimize resources while meeting current and future readiness requirements. The incumbent is frequently called upon to participate in reviews, discussions, and meetings with various groups concerning data system contents, research studies, results or needs which have considerable impact upon on-going and future weapons systems plans, decision making, and/or NAE efforts. Coordination with key personnel and associated issues with the operating fleet, particularly those activities involved with management and reporting of maintenance and readiness, are a critical requirement of the position. The incumbent will be part of a multi-disciplinary team involving high-level analysts from other NAVAIR commands, CNAF, NAVSUP and various OPNAV organizations related to readiness development, management and execution.

This position is required to be in-person, on-site at NAVAIR Headquarters building # 2272. This is a temporary duty position with the expectations of 8 - 12 months duration and will be replaced by a government civilian.

Responsibilities as a Sustainment Analytics Team Lead:

  • Responsible for sustainment of analytical tools and processes used by the division to assess the readiness analysis, investment optimization, process reengineering and data quality standards in support of program and project management efforts throughout the system life cycle.
  • Manage team-wide processes, policy and standards for logistics and readiness analysis across the Naval Aviation Enterprise (NAE) through the development, coordination and review of maintenance and readiness performance data.
  • Provides readiness systems, tools, and assessments for team-wide management of readiness related issues for NAVAIR Program Managers, Program Executive Officers (PEOs), NAVAIR Commands, Commander, Naval Air Forces (CNAF), Naval Supply Systems Command (NAVSUP) and various Office of the Chief of Naval Operations (OPNAV) organizations to achieve favorable cost-wise readiness outcomes.
  • Support development and alignment of data, metrics, and analytical tools for NAE Flag Officer/SES forums and NAE North Star performance metrics, ensuring readiness and sustainment alignment across NAVAIR, Business Units, and PEOs.
  • Develop & align data, metrics, analytical tools & processes in direct support of the NAE Flag Officer/SES forums and the NAE North Stars/HUDs led by Sustainment Group. Align the readiness & sustainment metrics across NAVAIR, Business Units, PEOs to higher echelon requirements to achieve desired outcomes (CAA, P2P, NIF, GFM, NSB, SPB). Lead and operate the NAE's Center for Analytics located at NAVAIR HQ, Patuxent River, MD.
  • Develop and improve logistics forecasting/analysis methods, tools, databases, and processes. Key is that the incumbent understands the roles and responsibilities of related disciplines (e.g., logistics, program management, and engineering), the logistics forecasting/analysis function and established practices in the field. Logistics methods developed are to allow effective modeling of a range of outcomes associated with the operations and support process, and the in-service operations and support of naval aviation weapons systems. Knowledge and insight gained will provide a basis for initiation of action affecting policy/directives, methodology improvement, procedures, etc.
  • Identify the kind and degree of logistics support changes required to optimize readiness and logistics support effectiveness for in-service support of naval aviation weapons systems. Part of this identification will provide decision makers with a series of alternatives to optimize and improve readiness and logistics support efficiencies in both the near term and long term for both individual weapon systems as well as logistics footprint/infrastructure.
  • Provide in-depth advice and consultation in the process of developing Integrated Logistics Support (ILS) strategies, phase-in schedules, procedures and ILS in-puts to optimize resources and readiness. This advice and consultation is provided through the development of Logistics Support Assessments (LSAs) that are developed by transforming naval aviation logistics and maintenance data into decision maker information through the application of analytical techniques and procedures.
  • Develop and present a project approach and plan for logistics analysis efforts and for estimating resource requirements to accomplish the assigned tasks. These plans will define logistics analysis models and quantitative techniques to be used, specific types of data required, and probable data sources. Models and data selected are based on the sufficiency of available data, attributes of the subject system, time constraints, and the purpose of the tasking.
  • Identify the kind and degree of logistics support changes required to optimize readiness and logistics support effectiveness for in-service support of naval aviation weapons systems.
  • Provide in-depth advice and consultation in the process of developing Integrated Logistics Support (ILS) strategies, phase-in schedules, procedures and ILS in-puts to optimize resources and readiness.

Responsibilities as a Reliability Control Board (RCB) Tech Lead:

  • Senior analyst supporting the Reliability Control Board (RCB) Technical Operations and Data Analytics team, applying engineering principles and advanced analytics to enterprise readiness and reliability efforts.
  • Provides analytical leadership in support of RCB execution, including degrader analysis, root cause assessment, corrective action evaluation, and development of decision-quality products for RCB forums.
  • Ensures alignment of analytical methods, tools, and outputs with RCB governance and enterprise sustainment objectives.
  • The incumbent serves as a senior enterprise analyst with an engineering foundation, responsible for leading complex readiness, reliability, and sustainment analyses that inform senior leadership decisions across Naval Aviation.
  • The position integrates engineering principles, data analytics, and operational insight to identify systemic degraders, evaluate corrective actions, and improve lifecycle sustainment outcomes.
  • The role functions as a recognized authority in applying engineering-informed analytics to readiness and sustainment decision-making, operating with broad autonomy and significant influence on enterprise priorities, investments, and outcomes.

Basic Qualifications:

  • The incumbent must possess a combination of education and/ or experience of sufficient scope and quality to be able to carry out efficiently the managerial and technical duties required of the position.
  • The incumbent must be innovative in developing procedures to satisfy immediate requirements. These procedures can form the basis for the development of new guidelines and/or processes for future costing efforts of a similar nature. The process of analyzing fleet readiness is a highly complex process. The effort requires the ability to do detailed and well-founded analysis and the ability to coordinate results and obtain inputs from the full range of organizations impacted by the fleet readiness. Considerable latitude exists for the incumbent in developing the method(s) of approach to specific analytical assignments. In most situations the incumbent must use professional judgment in the formulation of the data to be used, the analyses to be employed, and in the credibility of the results of the research tasks which vary in terms of precedent, depth, scope, application, and/or time constraints.
  • In addition to the knowledge and broad background of experience required, it is critically important for the incumbent to have demonstrated outstanding leadership in this broad field, as well as mature judgment, creativity, and a high degree of initiative. Furthermore, the incumbent must be an advisor and consultant in his/her area of expertise. He/she must have a proven record of providing invaluable technical guidance and recommendations in resolving a myriad of complex issues.

Technical Qualifications:

  • Expert knowledge in the basic logistics and operational data information systems to quantify factors/drivers that influence both fleet readiness and operating and support costs.
  • Proficiency in data base extraction and using various information technology software programs to compile, organize and synthesize data into information. This includes the ability to build usable tools and normalize data to support assessments in Fleet readiness and resource efficiencies.
  • Expert knowledge of analytical methods for weapons systems and subsystems, the specific physical and performance characteristics of naval aviation weapon systems and subsystems, their interactions, and the relationship to program readiness and cost. This includes having an in-depth knowledge of the major readiness / cost drivers associated with naval aviation weapon systems and/ or subsystems in all phases of a weapon systems' life cycle.
  • A thorough understanding of the interrelationships of logistics cost and requirement characteristics with other professional disciplines (e.g., program management, logistics, engineering, contracting) to resolve complex problems, serve as technical consultant, and provide decision makers with a series of alternatives to optimize and improve readiness.
  • Expert knowledge of analytical methods for weapons systems and subsystems, the specific physical and performance characteristics of naval aviation weapon systems and subsystems, their interactions, and the relationship to program readiness and cost.
  • A thorough understanding of the interrelationships of logistics cost and requirement characteristics with other professional disciplines (e.g., program management, logistics, engineering, contracting) to resolve complex problems, serve as technical consultant, and provide decision makers with a series of alternatives to optimize and improve readiness.

Qualifications

Education & Experience:

  • Master's degree in management, Technical, or Scientific discipline from an accredited institution.
  • Substitution: Bachelor's degree in a relevant field plus four (4) additional years of relevant experience.
  • Minimum 10 years of relevant experience in engineering or operations analysis, including 3 years supporting DoD systems.
  • Experience with Tableau and/or Qlik data visualization tools.
  • Familiarity with Databricks and Advana / Jupiter data environments.
  • Experience using AI-enabled analytics tools is a plus.
  • Must be able to obtain and maintain a TS/SCI eligible security clearance.

Compensation Statement

At Sabre Systems, LLC, compensation is based on factors such as location, qualifications, experience, and contract-specific requirements; however, final compensation will be determined by individual qualifications and applicable contract terms. The general salary range for this position is as follows: $131,570.00 - $146,329.00
