Position Description

The City of Minneapolis Information Technology Department is hiring for two (2) vacancies in the Project Management Office division.
One position will focus on supporting projects associated with the Minneapolis Police Department Settlement. This role will support public safety transformations, and Minnesota Department of Human Rights Settlement Agreement efforts. One position will be supporting IT Project Management Office and related enterprise initiatives.
These positions serve as the bridge between the business and technology teams on large enterprise initiatives, partnering with cross-functional teams to plan and execute City projects. This position combines traditional business analysis with user research and human-centered practices to ensure technology solutions are informed by the real needs, experiences, and workflows of the people who use them.
Work Location: These positions may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

Collaborate with stakeholders, customers, developers, architects, and subject matter experts to co-create effective and user-centered solutions. Conduct discovery and user research activities-such as user interviews, observations, workshops, and journey mapping-to clarify the problem-space and define existing processes needs, pain points, and service touchpoints. Assist and take lead where needed with the project managers and customer departments around organizational change management and user adoption efforts. Apply problem solving and critical thinking skills to complex problems Discover and articulate the "why" behind requirements by connecting technical needs to user and organizational outcomes. Lead efforts to recommend IT and service design challenges by evaluating business practices, work flows, culture, products, and objectives, that meet user and business needs, and while leveraging IT enterprise. Facilitate sessions that document the 'as is' and/or the 'to be' processes, integrating insights from users and subject matter experts to improve service experiences. Collaborate across the project team including project managers, solution architects, and customer departments to understand problems and assess, plan, and implement new solutions based on human-centered and Agile methodologies and best practices. Facilitate user testing and validation scenarios to solutions, meeting the intent and user needs behind each requirement. Mentor other business analysts and IT employees on user research, journey mapping, and design thinking techniques. Develop best practices around human centered design, and agile methodologies. Contribute to Enterprise Architecture planning and execution with a focus on usability, accessibility, and service improvement.

Required Qualifications

Minimum Qualifications: Bachelor's Degree in Business Administration, Computer Science or Public Administration or related field.
Minimum Experience: Six (6) or more years of related experience
Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered. A resume is required. You must attach an updated resume to your application.
Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.
Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

Strong knowledge of business process modeling, human-centered design and user research tools and techniques. Ability to plan and conduct user research and synthesize findings into actionable business or design requirements. Strong verbal and written communication skills, with the ability to facilitate workshops and co-design sessions. Proficiency in Microsoft Suite tools (e.g. Word, Excel, PowerPoint, Access, Outlook and Visio). Ability to quickly learn and gain knowledge of customer department business operations and user contexts. Strong analytical decision-making, and problem-solving skills with a focus on user outcomes and service quality. Ability to multitask, prioritize, and coordinate on multiple projects. Excellent analytical, negotiation, and presentation skills.
