Summary:

The Contract Program Manager serves as the primary management and coordination lead for the DHA-FE FOB CADD Support Services contract. The Program Manager is responsible for overall contract execution, staffing oversight, quality assurance, customer coordination, reporting, and successful delivery of all contractual requirements in support of DHA-FE stakeholders and the U.S. Army Corps of Engineers (USACE).


Responsibilities

Essential Job Functions:

  • Serve as the primary point of contact for the Government Contracting Officer (KO), Contracting Officer's Representative (COR), DHA Program Manager, and other stakeholders
  • Oversee daily contract operations and ensure performance complies with all contract requirements, schedules, and service standards
  • Manage staffing, recruiting, onboarding, retention, and personnel performance for all contract personnel
  • Ensure required staffing levels and fill rates are maintained throughout contract performance
  • Develop and manage:
    • Quality Control Plan (QCP)
    • Monthly status reports
    • Staffing reports
    • Deliverable tracking
    • Corrective action responses
  • Coordinate technical execution across multiple support locations and stakeholders
  • Monitor contract risks, staffing gaps, schedule impacts, and performance metrics
  • Ensure compliance with:
    • PWS requirements
    • FAR/DFARS requirements
    • Information security requirements
    • Records management procedures
    • DHA and USACE policies
  • Manage subcontractor coordination and performance, if applicable
  • Support transition activities, kickoff meetings, and operational planning
  • Ensure all personnel maintain required credentials, access, and training requirements
  • Lead continuous process improvement and customer support initiatives

Qualifications

Necessary Skills and Knowledge:

  • Strong written and verbal communication skills
  • Proficiency with Microsoft Office Suite and project management tools

Minimum Qualifications:

  • Bachelor's degree in Business Administration, Engineering, Construction Management, Information Systems, or related field
  • Minimum five (5) years of program or project management experience supporting federal contracts
  • Minimum three (3) years of experience managing technical or facilities-related support services contracts
  • Demonstrated experience overseeing:
    • Staffing and personnel management
    • Contract performance management
    • Quality assurance programs
    • Customer engagement and reporting
  • Must be eligible to obtain and maintain a favorable Tier 1/NACI background investigation and Common Access Card (CAC)
  • No active security clearance required unless later directed by the Government
  • Must comply with all DoD installation access and information security requirements
  • Travel Requirement: Occasional CONUS travel may be required

Preferred Qualifications:

  • Project Management Professional (PMP) certification or equivalent
  • Experience supporting DHA, DoD, USACE, or military healthcare facility programs
  • Familiarity with:
    • Facility engineering operations
    • SRM programs
    • CADD support environments
    • DMLSS/LogiCole systems
  • Experience managing geographically dispersed teams
  • Knowledge of federal acquisition and contract administration processes
