This position plans, directs, and coordinates the daily operations of custodial services to ensure a clean, sanitary, and safe environment in alignment with APPA standards. This position is responsible for managing 30+ staff, a comprehensive budget, equipment, supplies, work order systems, and specialized cleaning protocols for research laboratories, healthcare areas, and educational facilities. This position also ensures compliance with safety regulations, manages contract procurement through the State of Illinois procurement system, and works collaboratively with other departments to maintain high standards of cleanliness and customer satisfaction.

Examples of Duties
-
40% Leadership and Personnel Management (30+ Staff) * Directly manage middle management (supervisors) and oversee custodial staff in daily cleaning operations. * Train, motivate, and evaluate the performance of custodial staff to meet APPA Level I or II standards. * Interview, hire, train, and mentor new employees; initiate discipline when necessary. * Manage employee timekeeping, attendance, and overtime authorization.
10% APPA Standards and Operational Excellence * Implement APPA Custodial Service Standards (5 Levels of Clean) to establish a baseline and maintain cleanliness levels. * Develop, implement, and update standard operating procedures (SOPs) for cleaning techniques. * Conduct regular inspections of facilities and lead corrective measures to ensure compliance.
10%Specialized Cleaning (Research, Healthcare, Education) * Manage cleaning and sanitization in healthcare areas, including infection control, sanitization of patient areas, and biohazard containment. * Direct cleaning procedures for research laboratories and vivarium areas, adhering to strict cross-contamination protocols and specialized surface sanitation. * Oversee cleaning schedules for educational spaces, including classrooms, offices, and high-traffic public areas.
10%Financial, Procurement, and Contract Management * Develop and monitor annual operational budgets, ensuring cost-effective operations. * Manage and track expenses for supplies and equipment. * Manage contracts through the State of Illinois Procurement Code (30 ILCS 500) and Med-Buy e-Procurement system. * Prepare specifications, solicit bids, and review contracts for specialized services.
10%Supplies and Equipment Management * Oversee inventory control for all custodial supplies, ensuring adequate stock levels. * Manage the procurement and maintenance of heavy custodial equipment (buffers, scrubbers, vacuums).
10% Work Order System and Technology * Manage a work order system (e.g., IWMS, CMMS) to prioritize and assign daily tasks and special requests. * Utilize computerized maintenance management systems to track labor hours and maintenance activities. personnel
5% Safety and Compliance Training * Implement safety and housekeeping standards established by OSHA, Illinois Department of Public Health (IDPH), and other regulatory agencies. * Conduct safety meetings, training, and accident investigations to minimize workplace injuries. * Train staff on Personal Protective Equipment (PPE).
5% Performs other duties as required or assigned which are reasonably within the scope of the duties described above.

Qualifications

Credentials to be Verified by Placement Officer
- Any one or combination totaling three (3) years (36 months) from the categories below:
- Coursework in any field as measured by the following conversion table or its proportional equivalent:
- 30 semester hours equals one (1) year (12 months)
- Associate's Degree (60 semester hours) equals eighteen months (18 months)
- 90 semester hours equals two (2) years (24 months)
- Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
- Work experience having full responsibility for the supervision, work assignments, and control of employees performing institutional housekeeping duties (such as a fore-person in institutional custodial operations).
- Five (5) years (60 months) of work experience in the management of institutional housekeeping programs, three (3) years (36 months) of which are in a supervisory capacity.
Knowledge, Skills & Abilities (KSA's)
- Knowledge of housekeeping techniques and methods used in commercial, institutional, and/or university building services.
- Ability to plan, direct, and coordinate housekeeping programs and building service operations.
- Ability to supervise.
