OVERVIEW

The Environmental Compliance Superintendent is responsible for supporting facility operations by implementation of environmental compliance programs, monitoring, recordkeeping and regulatory reporting. This position is responsible for, but not limited to, collecting monitoring data required by permits or regulations, supervising an Environmental Technician, overseeing contractor and facility activities as they relate to environmental compliance, and training to assure that plant environmental requirements and policies are met.

DETAILED ROLES & RESPONSIBILITIES




  • Collect operating data for the five boilers and eight wet impingement scrubbers at the Osceola mill. For each day of operation, review the steam production and oxygen data from each boiler, and the water flow and pressure drop data for each scrubber to verify the required monitoring data was recorded. Notify managers of any monitoring instruments or equipment that appear to have malfunctioned.
  • Check the operating data and for any periods of shutdown for each boiler, and remove the data from the 30-day rolling average calculations as applicable. Check the boiler and scrubber operating data against the permissible limits of the Air Operation Permit and prepare daily air compliance reports for circulation to operations and compliance managers.
  • Draft reports listing any deviations from air permit requirements and corrective actions, for notifications to DOH and DEP as required by permit.
  • Collect fuel samples for laboratory analysis monthly and during emissions compliance tests.
  • Compile boiler data for the semi-annual monitoring reports required by the Air Operation Permit, the MACT compliance reports for submittal to EPA, and the annual operating report for submittal to DEP.
  • Assist Osceola and Atlantic with O & M of potable water and domestic wastewater systems and manage compliance inspection corrections.
  • Coordinate operation, monitoring and maintenance of Sem-Chi/Sugar Farms potable water plant supplying the Ag R&D Lab and ACE offices.
  • Perform weekly compliance inspections of Osceola mill and shop areas for conformance with waste handling procedures and regulations.
  • Train Supervisors and Employees on environmental rules and procedures.
  • Monitor and calculate average wastewater flows at Osceola as required by the industrial wastewater permits.
  • Oversee industrial wastewater pumping and percolation pond levels. Document weekly berm inspections required by DEP permit.
  • File effluent and ground water sampling analysis reports. Draft monthly Discharge Monitoring Reports and Quarterly Groundwater Monitoring reports.
  • Assist with bulk storage system compliance, and management of recycling, e-waste, non-hazardous and hazardous waste at Osceola. Supervise waste management, emergency response and spill clean-up operations.


  • Assist with testing, maintenance and compliance inspections of fire pumps, hydrants, and fire suppression systems at Osceola.
  • Review operating changes and capital projects at Osceola for changes that trigger permit modification applications.
  • Work with management, personnel and contractors in the permitting of new projects or for modifications of existing operations.
  • Provide support during audits of Distillate plant and mill (SQF standards and distillate or molasses buyers). Other duties as assigned.



WORK EXPERIENCES




  • Five years of progressively challenging work experience which has given preparation to assume supervisory position.


  • A minimum of 2 years of experience applying regulations for industrial operations, government, utilities or agricultural production.


  • Prefer two years of relevant experience working in the state of Florida.



EDUCATION REQUIREMENTS




  • Prefer college degree in engineering, science, or a related field.
  • Must have a high school diploma.



SUPERVISORY RESPONSIBILITY




  • Supervise Environmental Technicians


  • Oversee contractors and vendors on environmental projects, including emissions compliance testing. Monitor other site contractors for adherence with company policies and regulatory requirements.

  • Ability to communicate verbally and in writing in a clear and concise manner with plant employees and management in diverse and challenging environments.
  • Must be able to work within and promote a team based environment amongst peers and subordinate employees.
  • Must be able to prepare clear and concise written reports.
  • Database management skills are essential, and knowledge of data acquisition systems is a plus.
  • Possess a working knowledge of Excel and good working knowledge of Microsolt Word, Power point,or similar programs.
  • Must be able to complete tasks for multiple permits and projects within assigned deadlines.



LOCATION OF ROLE




  • The position coordinates environmental compliance at the Osceola Farms Co. (OFC) mill. Tasks are also assigned to support other facilities and locations within the Florida Crystals group of companies.
