POSITION SUMMARY
Marine Well Containment Company (MWCC) is an independent company founded in 2010 to address the need for a deepwater well containment response capability in the U.S. Gulf of America. Headquartered in Houston, Texas, MWCC employs a mix of experienced engineers and crisis response specialists well-versed in the technical world of offshore operations and incident response. MWCC is a not-for-profit operation consisting of eight member companies. Our members are some world's largest offshore deepwater operators and make up roughly 70 percent of drilling activity in the deepwater U.S. Gulf of America.

MWCC's General Manager (GM), Safety and Response is accountable for providing strategic guidance to the CEO along with the other functional leaders on the MWCC Leadership Team. During "normal" business operations, the GM Safety and Response serves as the manager of four departments: Health, Safety, and Environment, Process Safety, Emergency Preparedness and Response, and Deployment Readiness.
During "response" operations, the GM Safety and Response serves as MWCC's Command Liaison, our most senior advisor embedded in the Incident Command, working in support of the Responsible Party, Federal On-Scene Coordinator, and other consultative regulatory bodies.
ESSENTIAL FUNCTIONS (Not limited to)
Functional Role (General Manager)
- Develop, coach, manage, and evaluate members of the HSE, Process Safety, EP&R, and Deployment Readiness teams.
- Build and manage associated departmental priorities, plans, and budgets.
- Demonstrate visible safety leadership through frequent visits to MWCC's field operations at its two shore bases and at other locations where MWCC is conducting potentially hazardous activities.
- Develop and execute MWCC's 5-yearly Process Safety Risk Assessment revalidation processes, ensure appropriate risk assessments are conducted and acted upon whenever new equipment, people, plans, and processes are developed by the organization.
- Develop and execute MWCC's Integrated Preparedness Plan, the multi-year program that incorporates the full spectrum of drills and exercises as defined in the Department of Homeland Security Exercise Evaluation Program and incorporates participation in similar programs being executed by member companies.
- Chair the MWCC Business Continuity Team, responsible for mitigating potential weather, health, or other types of major business disruption events.
- Chair the Operations Excellence System (OES) Steering Committee, providing leadership for the effective execution and continuous improvement of business-critical processes and systems.
- Coordinate interfaces and engage with Government agencies and external stakeholders (including serving as company representative on industry associations for which MWCC is a member) on emergency response and regulatory issues.
- Ensure deployment procedures are developed, maintained and kept current for all MWCC incident response equipment.
- Work with Operations to align deployment plans, activities, and handover strategies with key emphasis on work management and simultaneous operations.
- Develop resourcing models for each of the major phases of containment system deployment - Mobilization, Installation, Hook up/Commissioning, Operations, and Recovery/Decontamination.
- Establish and maintain Contracting Strategies to provide the required deployment resources, including any mutual aid or rental equipment required to execute a successful response.
- Develop and execute strategies to continuously improve the safety, speed, and cost of containment system deployment.
- In conjunction with the MWCC Training Lead, develop and implement strategies that ensure MWCC staff
- Lead and manage special projects as assigned by the CEO.
- Upon activation, report to the Incident Command Post or any other location as requested by Responsible Party.
- Serve as the primary communication bridge between the Incident Command and MWCC's Response Team, ensuring that activities between the two groups remain integrated and aligned towards meetings the Unified Command's overall incident response objectives.
- Assist MWCC's embedded Advisors Team in advising the Responsible Party on the effective application of MWCC's containment system given the specific rig, well, and site conditions and in prioritization with other incident simultaneous operations.
- Obtain approvals on MWCC's required work authorization documents e.g. Exhibit H, Deployment Work Orders.
- Facilitate alignment between Unified Command and the MWCC Response Team on: Deployment Roles and Responsibilities, Management of Change, Schedule Updates, and Procedure approval processes.
- Participate in the Command Liaison capacity during internal, member, or regulator-initiated drills and exercises when required.

Response Specific (Command Liaison)
In the event of MWCC activation, the GM of Safety and Response will fulfill the role of Command Liaison. Below are responsibility highlights for this position related to and during the timeframe MWCC is activated to respond to a well control incident in the U.S. Gulf of Mexico.
BACKGROUND, QUALIFICATIONS, AND EXPERIENCE
GENERAL
- Bachelor of Science degree in Engineering
- 20+ years in the Oil and Gas Industry
- Experience in Gulf of Mexico Deepwater Operations
- Expertise in well construction including comprehensive knowledge of well design, failure modes, well operations, and risk mitigation
- Incident Command System (ICS) experience, preferably in the role of an Incident Commander/ Qualified Individual (QI) or Section Chief
- Excellent communication and people skills with a demonstrated ability to engage effectively at all levels of the company, members, regulators, media, and the public
- Experience working with the Bureau of Safety and Environmental Enforcement (BSEE) and the United States Coast Guard (USCG)
- Experience in HSE leadership including the implementation and continuous improvement of Personal, Process, Operational, and Behavioral based safety systems
- Experience in technical and operational risk management, including demonstrated abilities in identifying risks and advising on prevention, mitigation, or management actions, including those related to simultaneous field activities
- Experience in Emergency Preparedness & Response including operation under FEMA's National Incident Management System (NIMS)
- Demonstrated Project Management experience in the construction, transportation, and commissioning of deepwater Oil and Gas equipment including Floating Production Storage & Offloading (FPSOs) and Subsea Systems
- Experience with heavy lift vessel operations and heave compensation systems
