We are seeking a Workforce Analyst (SME - Intermediate) to support complex workforce, organizational, and performance analysis efforts for U.S. Government clients. This role serves as a senior-level contributor and team lead for analytical workstreams, applying structured methodologies to assess workforce requirements, improve organizational performance, and inform strategic decision-making.
The ideal candidate brings strong analytical rigor, consulting acumen, and the ability to translate complex data into actionable insights, while engaging directly with clients and facilitating cross-functional collaboration.
Key Responsibilities
Analytical Leadership & Execution
- Lead and execute workforce and organizational analyses, including workforce requirements determination, staffing models, and organizational design.
- Design and conduct quantitative and qualitative data collection efforts, including interviews, focus groups, surveys, direct observation, and data analysis.
- Perform job task analysis, process mapping, cost-benefit analysis, and feasibility studies to support performance improvement initiatives.
- Apply structured methodologies (e.g., HPT, BPR, lifecycle analysis) to identify performance gaps and recommend solutions.
Client Engagement & Consulting
- Interface directly with government clients to identify requirements, refine problem statements, and shape analytical approaches.
- Facilitate workshops, briefings, and working sessions with stakeholders at multiple levels.
- Present findings, recommendations, and strategic options to leadership in a clear and compelling manner.
Project & Team Contribution
- Support Project Managers in planning, executing, and delivering analytical workstreams across complex engagements.
- Provide subject matter expertise and guidance to junior analysts, including review of analytical products and deliverables.
- Assist in defining project objectives, scope, and analytical frameworks.
Documentation & Deliverables
- Produce high-quality, client-ready deliverables, including reports, briefings, and technical documentation.
- Ensure all products are accurate, well-structured, and aligned with industry best practices and client standards.
- Maintain traceability between data, analysis, and recommendations.
Required Qualifications
- Bachelor's Degree in a relevant field (e.g., Business Administration, Human Resources, Organizational Development, Industrial/Organizational Psychology, or related discipline).
- 5+ years of experience performing workforce analysis, organizational analysis, or similar analytical work.
- Demonstrated experience conducting:
- Workforce requirements analysis
- Business process analysis/reengineering
- Data collection and structured analysis
- Development of actionable recommendations
- Strong proficiency with Microsoft 365 tools (Excel, Word, PowerPoint), including data analysis and presentation development.
- Proven ability to analyze complex problems and communicate findings clearly to diverse audiences.
- Experience working on U.S. Government contracts or similar highly structured environments.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
- Excellent written and verbal communication skills.
- Successful (clean/clear) U.S. Gov't background investigation.
Desired Qualifications
- Experience with training analysis, curriculum development, or performance support solutions.
- Familiarity with Human Performance Technology (HPT), Instructional Systems Design (ISD), or workforce modeling methodologies.
- Experience leading small teams or analytical workstreams.
- Advanced data analysis capabilities (e.g., Excel modeling, Power BI, or similar tools).
