Job Description

Position Summary

NetImpact Strategies, Inc. is seeking a Management Analyst II to provide analytic and decision support to the Resource Management Division (RMD) at Brooke Army Medical Center (BAMC). This position is 100% onsite at Fort Sam Houston, TX, and requires eligibility for a Public Trust clearance.

Key Responsibilities

    Pull, integrate, and validate data from multiple BAMC and DHA systems (e.g., financial, manpower, workload, and IT operational systems) to support RMD decisionmaking and reporting.
  • Design and maintain interactive dashboards and reports in tools such as Power BI, Tableau, or Qlik to provide near-realtime visibility into budget execution, workload, staffing, and other key RMD metrics.
  • Extract, interpret, and leverage data to form datadriven insights that inform resource prioritization, funding decisions, and performance improvement efforts across BAMC.
  • Conduct organizational and process analyses within RMD and related functions, assessing effectiveness and efficiency using established analytical and evaluative methods.
  • Investigate and gather facts about RMD programs and activities, including cost drivers, utilization patterns, and trends affecting access, quality, and efficiency.
  • Prepare comprehensive reports, briefing charts, and decision papers that clearly present findings, options, and recommendations to RMD leadership and other stakeholders.
  • Develop and maintain standardized metrics, scorecards, and performance measures aligned with BAMC and DHA guidance, ensuring consistency and accuracy over time.
  • Research, analyze, and interpret complex DoD, DHA, and BAMC policies, financial guidance, and healthcare regulations, translating them into practical implications for RMD operations.
  • Support monthly, quarterly, and adhoc reviews by producing required data pulls, dashboards, and narrative analysis on program performance, budget status, and resource utilization.
  • Communicate findings and proposals clearly, both in writing and verbally, and collaborate with government counterparts to refine requirements and implement approved changes.


Qualifications

Required Qualifications and Skills

  • Four (4) years of progressive experience applying analytical methods to program, financial, or operational data, including experience preparing management reports and briefings.
  • Bachelor's degree and/or equivalent combination of education and experience.
  • Demonstrated experience pulling and joining data from multiple systems (e.g., SQL databases, Excel/CSV files, government business systems) and preparing analysisready datasets.
  • Handson experience with at least one modern business intelligence tool (Power BI strongly preferred; Tableau, QlikView/Qlik Sense acceptable), including building interactive dashboards and visualizations.
  • Strong skills in Excel (pivot tables, lookups, formulas; Power Query/Power Pivot preferred) to support adhoc analysis and data quality checks.
  • Proven ability to synthesize complex data into clear, concise narratives and recommendations for leadership.
  • Eligibility for a Public Trust clearance and ability to work 100% onsite at Fort Sam Houston, TX.

Preferred Qualifications

  • Prior experience supporting a Resource Management, comptroller, or financial management office in a Federal or DoD healthcare environment.
  • Familiarity with Military Health System, DHA, or BAMC financial, manpower, or workload systems and data structures.
  • Previous Federal consulting experience or experience working on performancebased contracts with defined metrics and deliverables.
