SPA has an immediate need for an Issuance Program Analyst.


Responsibilities

This position directly supports senior leadership decisions involving policy, governance, resource management, and enterprise coordination across the Military Health System (MHS). The Issuance Program Analyst provides high level operational and action management support to the Health Services Policy and Oversight (HSP&O). This position leads policy formulation and program oversight of the MHS clinical policies and programs and provides medical information, advice and consultation to senior defense officials, Congress, other government agencies, and stakeholders. Responsibilities cover a broad range of health policy issues and oversight for the MHS, which serves 9.5 million beneficiaries around the globe. The position requires strong judgment, precision, and the ability to manage sensitive actions in a fast-paced headquarters environment.


Qualifications

Required Qualifications:

  • A Bachelor's Degree from an accredited institution or 4+ years of directly related experience
  • Review HSP&O CATMS taskers for organizational equities
  • Analyze incoming taskers and recommend routing or response actions to HSP&O leadership
  • Track suspense dates and ensure timely submissions
  • Coordinate legislative, congressional, and executive tasker responses across stakeholders
  • Serve as Issuance Point of Contact
  • Process initial drafts, amendments, cancellations, and staffing packages
  • Track issuance status through coordination and approval stages
  • Attend Action Officer biweekly meetings and represent office administrative interests
  • Support cross organizational and cross functional teams operating in federated environments
  • Coordinate support actions across multiple offices and stakeholders
  • Conduct research, analysis, and administrative studies to improve office operations
  • Help leadership maintain visibility over priority initiatives and enterprise actions
  • Maintain action item trackers and suspense logs
  • Conduct follow-up with offices and stakeholders to ensure timely completion of actions
  • Support recurring governance forums
  • An active SECRET security clearance and the ability to maintain it throughout employment

Desired Qualifications:

  • Experience in Department of War, Defense Health Agency, Joint Staff, or federal headquarters settings preferred
  • Strong experience with task management systems, executive correspondence, and suspense control
  • Excellent writing, editing, and communication skills
  • Strong Microsoft Office skills, especially Outlook, Word, Excel, and PowerPoint
  • Ability to manage multiple priorities with limited oversight
  • Experience handling sensitive or pre-decisional information
