Under general direction, the Information Systems Support Analyst II (ISSA) provides operating support to the East Bay Municipal Utility District's (EBMUD's) Wastewater Department, Environmental Services Division (ESD) for a successful transition from in-house developed software applications to vendor software. The ISSA will be on point to bridge the gap among business needs, the technical information systems staff, and the software vendor. The ISSA will support the ongoing administration of these software applications, including, principally, the Accela Civic Platform that will be used for the Private Sewer Lateral (PSL) Program.
Duties will include:
*Administering the Accela Civic Platform, including querying data, developing reports, and coordinating with information systems staff and Accela Incorporated on improvements, maintenance and upgrades.
*Developing requirements and leading the process to transition from other in-house software to vendor software. Existing applications include the Pretreatment Information Management System (PIMS), which is used to manage wastewater discharge permits and TruckTrack, which is used to manage trucked waste permits, deliveries, billing, and related data.
*Representing ESD in the development of any future in-house software that impacts ESD.
*Reviewing impact of proposed system and functional modifications to existing business process.
*Acting as a liaison between system users, Information Systems Department (ISD) staff to identify and document system modifications for functionality, data structure, screens, and reports to meet user needs
*Preparing test cases to thoroughly test enhancements and fixes.
*Developing and running queries on various systems to extract data and prepare reports.
*Preparing user documentation of system operating procedures.
*Providing one-on-one, small group and classroom style training to system users.
*Analyzing data to support effective administration of the PSL Program and extracting data to inform decision making. Recommending program improvements based on data and analysis.
*Maintaining and updating ESD webpages, brochures, and SharePoint sites, learning and utilizing Microsoft power automate to improve Office processes.
Candidates should demonstrate the following:
*Basic knowledge of the programs that comprise ESD: Private Sewer Lateral, Source Control, and Resource Recovery Programs.
*Excellent customer service skills and experience.
*Effective oral and written communication skills.
*Ability to establish and maintain effective working relationships with a variety of staff at all organizational levels.
*Project management skills including maintaining project scope, tracking work and budget, meeting deadlines, providing effective and timely communications, and coordinating activities across various groups.
*Ability to handle multiple assignments concurrently.
*Working knowledge of the use and operation of PCs in business applications.
*Working knowledge of system analysis methods and business process development techniques.
*Ability to detect and identify the causes of errors in data integrity from reviewing computer output, the results of online user processed transactions, or other sources.
*Experience using Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
The most competitive candidates will have the following desirable qualifications:
*Experience with ESD program areas (PSL Program, Source Control, and/or Resource Recovery).
*Experience with Accela Civic Platform.
*Experience with software management and development.
*Experience developing business procedures, user documentation, guides, and training.
*Experience as a project leader.
The salary range is $11,317 per month increasing to $11,883, $12,477, $13,101 and $13,756 after 6, 18, 30, and 42 months, respectively.
