Overview:

The Laboratory Protection Division (LPD) at the Oak Ridge National Laboratory (ORNL) is seeking a qualified Security Specialist to work as part of a cross-functional team responsible for ensuring security interests are protected in accordance with applicable contract-mandated security requirements. This position resides in the Physical Security Team in the Security Programs Group, Laboratory Protection Division, Facilities and Operations Directorate, atOak Ridge National Laboratory(ORNL).

Major Duties/Responsibilities:

  • Develop and maintain security plans for ORNL facilities and designated security areas ensuring required protection measures are in place to protect special nuclear material, classified matter, radiological materials, chemicals, biological agents, select agents and toxins, government property, and personnel from malicious acts.
  • Apply working knowledge of current versions of DOE O 473.1A,Physical Protection Programand DOE O 470.4C,Safeguards and Security Program.
  • Demonstrate in-depth knowledge of security programs, physical security systems, practices, and program planning requirements.
  • Support Safeguards and Security (S&S) programmatic self-assessments, audit data calls, corrective action plans, and resolution/closure of findings.
  • Apply the graded protection approach and security risk assessment processes to evaluate protection measures and recommend improvements.
  • Support remediation and mitigation planning to develop options to reduce mission risks and vulnerabilities.
  • Support the authorization, review, and approval process for prohibited and controlled articles for the ORNL site and designated security areas.
  • Maintain S&S job analysis and training by providing a planned, prepared, and coordinated program, system, or routine of instructions in S&S topical areas.
  • Develop and implement special security plans in support of VIP visits and other special projects; perform special assignments as determined by management.
  • Provide support for development/revision of Standards-Based Management System (SBMS) subject areas, internal procedures, and the ORNL Site Security Plan.
  • Support opening/closing and operation of security areas and serve as a records custodian (file point) for assigned security documentation.
  • Facilitate communications within the S&S Group, LPD, ORNL organizations, and other prime contractors/partners.
  • Develop and deliver S&S presentations as directed.
  • Availability for after-hours or emergency response support, as needed.

Basic Qualifications:

  • BS degree in Homeland Security, Security Management, Security Risk Management or related field.
  • A minimum of 5 years of relevant experience in security risk management or safeguards and security related field. An equivalent combination of education and experience may be considered.

Preferred Qualifications:

  • MSdegree in Homeland Security, Security Management, Security Risk Management or related field.
  • Working knowledge of DOE Order 470.3C,Design Basis Threat.
  • Excellent written and verbal communication skills.
  • Relevant experience in areas of program planning; information security; personnel security; physical security; security operations; protective force operations; security systems; and nuclear materials control and accountability is also preferred.
  • Strong analytical skills; customer service experience; and the ability to interpret, communicate, and implement complex instructions.
  • Experience integrating technologies into physical security operations, workflows, and processes.
  • Active DOE security clearance.
  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Special Requirements:

  • Q Clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
