States United Democracy Center, a nonpartisan organization dedicated to the rule of law and free, fair, and secure elections, is requesting proposals for an Information Technology (IT) Consultant to assist its Operations team in strengthening States United's technology and data security posture.

States United Democracy Center is a nonpartisan organization dedicated to the rule of law and free, fair, secure elections. We provide legal, research, and communications support to state officials and law enforcement leaders across the country.

About the Position:

We are seeking an experienced IT Consultant to provide leadership in strengthening States United's technology and data security posture. This role will focus on designing and implementing a long-term, organization-wide security and device management strategy, while advising leadership on IT policy, risk mitigation, and infrastructure improvements.

The Consultant will help oversee the alignment of technology with organizational goals, guiding vendor performance, and ensuring the successful execution of critical IT and security initiatives. While there are some aspects of the role that involve direct user support, this role is primarily focused on driving scalable, sustainable security solutions.

This is a contract, part-time position.

Responsibilities:

  • Perform all duties in accordance with States United's values of integrity, inclusion, collaboration, innovation, and excellence.

Lead Implementation of Organization-Wide IT Security Enhancements:

  • Develop and execute a long-term IT security roadmap, with a focus on protecting organizational data and reducing risk.
  • Architect and implement device management and security solutions, including Apple Business Manager (ABM) and Microsoft Intune.
  • Assist in establishing and enforcing IT policies, standards, and governance frameworks aligned with best practices.
  • Oversee system upgrades, migrations, and security initiatives to ensure minimal disruption and maximum impact.
  • In collaboration with our Digital Security Consultants, lead staff training initiatives on security protocols, device usage, and data protection best practices.

Endpoint, Identity, and M365 Management:

  • Design and oversee identity and access management strategies for internal and external users across Microsoft 365 and other platforms.
  • Lead implementation of endpoint management, device compliance, and conditional access policies.
  • Optimize and secure Microsoft 365 environment, including SharePoint and related services.
  • Provide escalation-level guidance for complex technical issues beyond MSP support.

Vendor Oversight:

  • Serve as the primary strategic liaison to the Managed Services Provider and security vendors, ensuring accountability, performance, and alignment with organizational priorities.
  • Evaluate vendor performance and recommend improvements or changes as needed.
  • Advise leadership on IT budgeting, procurement, and cost optimization, ensuring effective use of resources.

Business Continuity and Risk Management:

  • Develop and execute proactive business continuity plans and risk management protocols for IT systems, including procedures to minimize downtime, safeguard resources, and ensure business continuity and viability.
  • Monitor systems to ensure they remain in good working order, identify technology needs, and recommend innovative solutions.
Requirements

Minimum Requirements:

  • 5+ years of experience in IT systems, security, or infrastructure roles, preferably in a consultative or strategic capacity.
  • Strong expertise in Microsoft 365, Intune, and identity/access management.
  • Experience administering Mac-centric or mixed OS environments (macOS & Windows).
  • Experience implementing Apple Business Manager and mobile device management (MDM) solutions.
  • Demonstrated ability to design and implement cybersecurity initiatives at an organizational level.
  • Experience working with and overseeing managed service providers and external vendors.
  • Strong understanding of IT governance, risk management, and compliance frameworks.
  • Project management experience with a track record of delivering cross-functional technology initiatives.
  • Excellent communication skills with the ability to translate technical concepts for non-technical stakeholders.
  • Ability to communicate and collaborate successfully with individuals and teams at all levels.

  • Display a positive attitude, show concern for people and community, demonstrate presence, self-confidence, common sense, and good listening ability.

Desired Qualifications:

  • Experience with nonprofits, advocacy organizations, or legal and policy teams.

Work Examples:

We have offices located in Boston, MA; Brooklyn, NY; and Washington, DC.

This position may be remote within the United States, with travel to attend organizational and team meetings and conferences, and other travel as needed.
