Duties, Responsibilities & Other

Bridge Program Manager - Resident at State DOT Client

The Bridge Program Manager is a senior leadership role responsible for managing a complex, multi-project bridge design and rehabilitation program on behalf of KCI, with a full-time presence embedded at the State DOT client's office. This role serves as the primary KCI representative to the DOT, providing day-to-day program oversight, strategic direction, and seamless coordination across design teams, subconsultants, and agency stakeholders. The Bridge Program Manager must balance client responsiveness with KCI's delivery standards, driving a high volume of bridge projects from scoping through final design while maintaining strong DOT relationships.

Key Responsibilities

Program Leadership and Client Engagement:

    Serve as the full-time, onsite KCI representative embedded within the State DOT, acting as the primary point of contact for all program-related matters.
  • Build and maintain a trusted, collaborative relationship with DOT leadership, project sponsors, and technical staff, responding to client needs and concerns promptly and professionally.
  • Represent KCI in DOT meetings, program reviews, and coordination sessions, ensuring KCI's capabilities, progress, and value are clearly communicated.
  • Develop and communicate the Program Management Plan, outlining objectives, scope, schedule, budget, quality standards, and safety protocols aligned with DOT requirements.
  • Navigate DOT policies, procedures, standards, and guidelines, maintaining current knowledge of state-specific bridge design and rehabilitation requirements.

Project Management and Execution:

  • Oversee all phases of bridge design and rehabilitation projects within the program, managing technical staff, subconsultants, and suppliers to ensure timely and successful delivery.
  • Manage project scopes, schedules, and budgets across multiple concurrent projects, proactively identifying and resolving conflicts, delays, or risks before they impact program delivery.
  • Conduct and coordinate site visits, field data collection, and condition assessments to inform design decisions and ensure alignment between field conditions and design plans.
  • Review and interpret technical documents, construction plans, specifications, and DOT standards required for project execution.
  • Make informed decisions on technical challenges and project issues arising during design development or rehabilitation planning.
  • Mentor and guide Project Managers supporting the program, fostering professional development and consistent project delivery practices.

Financial Management and Reporting:

  • Monitor program-wide budgets and expenditures, implementing cost-control measures to keep projects within budgetary constraints.
  • Negotiate contract terms, scope, and fees with the DOT client and subconsultants as needed.
  • Prepare and submit monthly project completion reports, progress updates, and project performance data for internal review and DOT reporting requirements.
  • Manage project cash flow (WIP/AR), providing monthly comments to Finance and Operations.
  • Achieve or exceed budgeted individual utilization targets (70-80% typical).
  • Identify opportunities to improve program efficiency and reduce project costs without compromising quality or scope.

Quality, Safety, and Compliance:

  • Ensure all projects fulfill KCI's Quality Management System (QMS) requirements and meet applicable DOT quality standards.
  • Develop and implement project-specific safety plans in compliance with Federal, state, and local safety regulations, with particular attention to work zone safety and bridge inspection protocols.
  • Uphold high-quality standards throughout design and rehabilitation execution, overseeing QA/QC processes and adherence to AASHTO, FHWA, and state-specific bridge standards.
  • Comply with all KCI policies, procedures, and contractual obligations.

Business Development and Marketing:

  • Identify opportunities to expand KCI's footprint within the DOT program or adjacent state programs, leveraging the onsite presence to build relationships and surface new work.
  • Participate in proposal development, qualification statements, and client presentations to support pursuit of additional bridge-related contracts.
  • Support project closeout documentation, including program summaries and photography for marketing and resume use.
  • Maintain active involvement in at least one industry organization relevant to bridge engineering or transportation infrastructure (e.g., AASHTO, ACEC, APWA)

Specialized Experience Required:

  • PE in Maryland is required
  • 15+ years of experience in Bridge design and/or inspection required


Qualifications

  • Education and/or Skills Required:
    * Bachelor's Degree in related field (AEC Industry) and minimum of 6 years of related professional experience, or 10 years of equivalent
    professional experience.
    * Experience should include a track record of expanding project management duties.
    * Proven experience in project management roles, with a focus on managing larger-scale projects or programs.
    * Strong organizational and time-management skills, with the ability to prioritize tasks and manage multiple projects simultaneously.
    * Excellent communication and interpersonal skills, with the ability to effectively interact with clients, team members, and stakeholders.
    * Proficiency in project management software and tools, with the ability to develop and maintain comprehensive project plans and
    documentation.
    * Knowledge of industry standards and best practices related to project management, quality assurance, and safety protocols.
    * Effective problem-solving skills, with the ability to identify issues and implement solutions in a fast-paced environment.
    * Strong negotiation skills to manage contracts, scope changes, and stakeholder agreements effectively.
    * Strong understanding of accounting principles to effectively manage project budgets, financial reporting, and resource allocation.

Education and/or Work Experience Preferred:
* Master's Degree in related field (AEC Industry)

Certificates, Licenses, and/or Registrations Required:
* Ability to complete the KCI PM Training and Contract Risk Training along with passing the PM Board within 6 months of start date.
