Bolton & Menk has an exciting opportunity for a Strategic Development Specialist to join our Land Development team in our Raleigh, NC office. In this role you will support the Land Development workgroup by advancing parkrelated projects through strategic planning, funding alignment, and partnership development. This role focuses on positioning parks, open space, and recreation components as integral elements of private-sector land development projects.

The Strategic Development Specialist identifies and evaluates funding opportunities, incentives, and publicprivate partnership models that support park amenities, green infrastructure, and community space within development efforts. Working closely with planners, engineers, and project managers, this role helps develop funding strategies, prepares supporting narratives and materials, and ensures park investments align with project feasibility, client goals, and regulatory requirements.

By combining development strategy with funding expertise, this role strengthens the value, competitiveness, and longterm viability of park and openspace elements within land development projects.

What You Will Be Doing:


  • Inspire strategic vision that drives client success and growth by building and maintaining client relationships and partner networks
  • Proactively identify and contact potential new clients, candidates and strategic partners
  • Network and build relationships with new or existing clients at industry events and advocating Bolton & Menk interests in land development

  • Business development of Parks System Planning projects to help grow and maintain regular contact with community leaders in multiple market areas in the SE, MW and Western US.


  • Lead and assist in the preparation of Parks System Master Planning projects in multiple markets.


  • Performs expert level work in the management, coordination, oversight and/or administration of funding programs at a regional level in the following areas:


    • Application preparation and tracking
    • Positioning projects for funding success
    • Compliance with state, federal, and agency regulator requirements
    • Ongoing collaboration with or among project managers, clients, funding agencies, and other team members


  • Establishes core relationships with funding agency program administrators
  • Establishes on-going communication with other work groups and project managers to define funding priorities
  • Ensure project teams develop and delivers strategic solutions for clients
  • Support park funding projects and tasks through engagement efforts, including collecting and analyzing data, informing studies and reports, and facilitating coordination between project stakeholders


What We Are Looking For:


  • B.S. Degree from an accredited college
  • Twelve (12) or more years of progressive experience
  • Effective team leadership skills
  • Knowledge of parks and open space needs of clients and funding mechanisms in NC, SC, MN, IA and CO
  • Requires frequent travel and may include extended overnight stays
