Description

Robbins-Gioia is seeking a highly accomplished CON-IT Senior Program/Transition Manager to support the Department of the Air Force (DAF) in its enterprise-wide migration from legacy contract writing systems to the modernized Contract Writing System (CON-IT). This pivotal role will serve as the primary interface between Robbins-Gioia and the customer, guiding cross-functional teams and collaborating with diverse stakeholders to ensure seamless transitions, operational continuity, and mission success across all levels of the organization.

In this capacity, the Senior Program/Transition Manager will lead the planning and oversight of complicated migration and transition activities, ensuring that offices, users, and large volumes of data are effectively and securely moved from outdated information systems such as ConWrite and ACPS into CON-IT. The individual will take a hands-on approach in coordinating cross-organizational efforts, synchronizing lower-level transition activities, and developing transition strategies that align with broader federal, Department of Defense (DoD), and Department of the Air Force acquisition objectives.

Acting as the primary customer interface, the Senior Program/Transition Manager establishes transparent communication channels and develops strategic communications to keep executives and stakeholders informed about progress, challenges, and outcomes throughout the transition. They analyze transition processes, proactively identify areas for operational improvement, and drive the implementation of process changes that enhance system adoption. The successful candidate will also be responsible for delivering tailored training-both in-person and asynchronous-to ensure all personnel obtain the skills and understanding necessary for success in the new CON-IT landscape.

Additionally, the Senior Program/Transition Manager will be responsible for:



  • Creating and executing detailed transition plans that define resource requirements, establish key milestones, and identify project dependencies to ensure successful migration from legacy contract writing systems to CON-IT.
  • Continuously monitor project schedules, adjusting plans as needed in response to evolving performance data and stakeholder needs, to keep transitions on track and minimize disruptions.
  • Manage project risks proactively by anticipating potential roadblocks and developing robust mitigation strategies to address unforeseen complications or technical issues throughout the transition lifecycle.
  • Apply both quantitative and qualitative data analysis techniques to monitor transition readiness, ensure compliance with statutory and regulatory procurement requirements, and generate actionable insights for continuous process improvement.
  • Foster a collaborative culture by working across program teams, technical experts, and business analysts, promoting best practices and innovation in solving complexity within the organization.
  • Address and resolve user feedback, functional issues, and data migration challenges to optimize stakeholder experience and maximize the success of CON-IT implementation.
  • Uphold the highest standards of quality, performance, and accountability for all deliverables, ensuring contractual, technical, and quality expectations are consistently achieved or exceeded.
  • Oversee sensitive knowledge transfer processes during contract turnover, ensuring smooth transition of intellectual capital, operational documentation, and key project details to new teams.
  • Provide exemplary leadership, demonstrate deep subject matter expertise, and drive complex organizational change, playing an essential role in modernizing contracting operations for the Air Force and enhancing enterprise capabilities across the federal acquisition environment.

They will also have:



  • Demonstrated excellence in interpersonal, written, and verbal communication skills, with a proven ability to engage stakeholders at all levels and drive change management initiatives within large, complex organizations.
  • Strong stakeholder influence and conflict resolution skills, adept at navigating organizational hierarchies to gain buy-in from C-suite executives, department heads, and diverse program teams while mediating competing priorities.
  • Expertise in federal and Department of Defense (DoD) acquisition regulations, business process analysis, and advanced program management methodologies, including Agile and Scaled Agile Framework (SAFe).
  • Deep understanding of software development life cycles (SDLC), with practical experience in Agile, Waterfall, and Hybrid project delivery methodologies.
  • High-level knowledge of IT infrastructure and architecture, including cloud computing platforms (AWS, Azure, GCP), cybersecurity frameworks, and data integration strategies.
  • Proven ability to develop strategic multi-year technology roadmaps that align business objectives with technological advancement.
  • Advanced skills in resource forecasting and allocation, effectively balancing human capital across multiple workstreams to avoid bottlenecks and prevent burnout in dynamic environments.
  • Experience in process improvement, creative problem-solving, and fostering a culture of innovation to address evolving program needs.
  • Proficient in identifying, analyzing, and mitigating risk, using data-driven approaches to inform executive decision-making and proactively address potential program-level issues.
  • Oversight of quality assurance (QA) for all deliverables, ensuring that project outputs consistently meet enterprise-grade standards and contractual requirements.
  • Skilled in data-driven reporting and performance monitoring, leveraging tools such as Jira, ServiceNow, and Power BI to deliver transparent, actionable, real-time insights to organizational leadership.

Qualifications

Required Experience



  • Bachelor's Degree in business management, statistics, computer science, engineering, or related field.
  • Minimum of 5 years' experience in public procurement, with preference for Department of Defense contracting or acquisition roles.
  • Experience working as a staff officer or equivalent in a large organization (MAJCOM/industry-equivalent level or above).
  • Prior exposure to contract writing systems such as CON-IT, ConWrite, ACPS, and/or SPS.
  • Demonstrated record of superior performance managing large, complex, enterprise-level transition or business transformation initiatives.
  • Ability to travel 5-10% for quarterly client on-site meetings.
  • Active Secret security clearance.
