Operations Manager I - PST - Lead Terminal Performance, Drive Data-Driven Operations & Deliver Measurable Results

Join Pasha Stevedoring & Terminals LP (PST) as an Operations Manager I - PST, where you'll lead terminal and stevedoring operations with a sharp focus on operational execution, workforce performance, and data-driven decision-making.
At PST, success is measured by results. In this role, you'll take ownership of terminal performance, translating operational data into actionable insights, optimizing labor and equipment utilization, and ensuring every aspect of operations meets or exceeds safety, service, and financial targets.
Lead Operational Execution & Workforce Performance
Take command of terminal operations with a focus on accountability, execution, and measurable outcomes.
  • Own Daily Operations: Direct terminal, yard, gate, and vessel activities to ensure execution aligns with production targets and operational plans
  • Drive Workforce Productivity: Lead supervisors and union teams with clear expectations, performance tracking, and accountability measures
  • Optimize Labor Utilization: Align staffing levels, manning plans, and workflows to meet demand while controlling labor costs
  • Execute Operational Plans: Coordinate vessel schedules, cargo flow, and yard configurations to maximize throughput and efficiency
Drive Performance Through Metrics, Reporting & Data Analysis
Leverage reporting and analytics to continuously improve operational performance.
  • Monitor & Analyze KPIs: Track productivity, service levels, labor efficiency, and operational outputs to identify trends and performance gaps
  • Deliver Actionable Reporting: Prepare and present daily, weekly, and monthly operational, safety, and financial performance reports to leadership
  • Turn Data into Decisions: Use operational data to drive improvements in cost control, resource allocation, and service delivery
  • Lead Continuous Improvement: Develop and implement corrective action plans based on performance data and root cause analysis
Ensure Safety, Compliance & Operational Discipline
Maintain a high standard of safety and regulatory compliance while driving operational consistency.
  • Champion Safety Performance: Enforce safety protocols, monitor compliance, and lead safety-focused operational execution
  • Maintain Regulatory Compliance: Ensure adherence to port, environmental, and transportation regulations
  • Manage Labor Relations: Oversee union workforce management, including discipline, grievance handling, and contract compliance
  • Standardize Operations: Ensure processes, procedures, and work instructions are consistently followed across all activities
Strengthen Operational Visibility & Cross-Functional Alignment
Enhance transparency, communication, and coordination across the business.
  • Communicate Performance Insights: Provide regular updates to senior leadership on operational status, risks, and improvement opportunities
  • Coordinate Across Teams: Partner with logistics, vessel operations, and business units to ensure seamless cargo flow
  • Support Equipment & Cost Reporting: Track equipment usage, maintenance trends, and operational costs to support financial performance
  • Enhance Data Integrity: Ensure accuracy and consistency of operational data, reporting systems, and performance tracking
What You Bring
You bring strong operational leadership experience with a proven ability to manage performance through data and metrics.
  • Bachelor's degree in Maritime Operations, Business, or related field
  • 4+ years of terminal or port operations experience
  • Experience managing ILWU union workforce required
  • Proven experience using metrics, reporting, and operational data to drive results
  • Strong understanding of vessel, yard, and terminal operations

The salary range listed is based on the geographic zone associated with this role: ABERDEEN, WA. Starting pay will be determined by job-related factors including experience, education, and business needs and may be modified at any time.

Zone 4: Starting rate $90,000; up to $105,000 for highly qualified candidates
This job is also eligible for participation in an Incentive Plan with a target payout based on eligible compensation and corporate/individual performance goal attainment.
Annual Incentive Opportunity: 10% of eligible compensation
