THE OPPORTUNITY

Are you an analyst with a knack for solving problems through data and turning complex information into clear, actionable insights? Do you thrive in fast-paced environments where your analysis directly influences real-world decisions and infrastructure planning?

The Inland Empire Utilities Agency (IEUA) is seeking an Engineering Services Specialist who will serve as a key analytics partner to our Engineering Department, helping shape how we plan, track, and deliver critical infrastructure projects that serve nearly one million residents.

In this role, you won't just build reports, you'll tell the story behind the data. You'll transform complex project, financial, and schedule information into meaningful visual insights that drive decision-making, improve performance, and support the successful delivery of the capital improvement program.

You will design and develop dashboards, visualizations, and analytical tools to monitor project performance, budgets, and schedules, while partnering closely with engineering and project management teams to identify trends and enhance forecasting accuracy. This position is ideal for someone who enjoys working with large datasets, building efficient processes, and creating clear, compelling data narratives for a variety of audiences.

EDUCATION, TRAINING, AND EXPERIENCE:
Graduation from an accredited four-year college or university with a major in business, public administration, information science or a closely related field, and at least three years of progressively responsible experience in performing administrative, operations, budgetary and similar analyses preferably in construction management or engineering utilizing Primavera or similar software; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.

Skills and Abilities
Data Analysis and Interpretation

  • Analyze and interpret engineering, construction, financial, and operational data to support informed project and departmental decision-making.
  • Conduct detailed trend analysis and forecasting using statistical and analytical techniques.
  • Ensure data integrity through audits and troubleshooting of data-related issues.

Data Management and Reporting

  • Extract, transform, and load (ETL) data from multiple sources for analysis and reporting.
  • Generate regular and ad-hoc reports for management and other departments.
  • Automate recurring reports and streamline data processing tasks for improved efficiency.
  • Maintain familiarity with database platforms such as Microsoft Access, SQL Server, and MySQL.

Project and Enterprise Systems

  • Effectively utilize project management and enterprise software including Primavera, SAP, Microsoft Power BI, and Microsoft Excel for data entry, tracking, and reporting.
  • Create complex Excel models leveraging advanced formulas, pivot tables, and macros.

Reporting, Visualization, and Documentation

  • Prepare clear and accurate reports, visually strong PowerPoint presentations, and project summaries.
  • Develop and maintain written materials such as Standard Operating Procedures (SOPs), workflows, budget analyses, and key performance indicators (KPIs).
  • Assist in developing dashboards and visual reports for performance monitoring and data-driven decision-making.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. FLSA: Exempt
Probationary Period: 12 months
