About the Department:
The Risk & Compliance Department - Enterprise Risk Management is responsible for the systemic identification, assessment, and management of Met Council risks for purposes of ensuring "no surprises" for the enterprise, for enabling better and risk-informed strategic decision-making, and for helping the Met Council to better assess and leverage opportunities. About the Unit: The Business Continuity Program is a centralized unit that provides leadership and guidance to all divisions of the Metropolitan Council across all facets of continuity-of-operations planning.
The Business Continuity Team is hiring for one (1) Senior Business Continuity Specialist.
How your work would contribute to the Twin Cities Region:
The Senior Business Continuity Specialist will provide senior-level expertise to the Metropolitan Council enterprise in ALL facets of business continuity work... including, but not limited to, execution and maintenance of the MC enterprise business impact analysis (BIA) data; continuity of operations plan development and continuous improvement/evolution (for ALL enterprise services, support services, and technologies); preparation and execution of tabletop and live simulation crisis exercises (including crisis communication capabilities); administration and oversight of all BC software/tools; development, delivery/training, and continuous improvement of the National Incident Management System (NIMS) Incident Command Structure (ICS) training modules; coordination, collaboration, and interaction with ALL levels of the Met Council organization, specific to business continuity and enterprise risk; continuous awareness and maintenance of Met Council-specific regulatory requirements and expectations specific to business continuity, disaster recovery, and cyber security; and continuous awareness and incorporation of evolving industry best-practices into the Met Council's business continuity processes, practices, and work.

What you would do in this job

- Work with the Manager of the Business Continuity Program to implement, coordinate, and manage all aspects of the Program.
- Validate or conduct Business Impact Analyses (BIA), as required, to ensure ongoing accuracy or establishment of criticality of Met Council services, support services, and technology.
- Coordinate the development of service and technology recovery strategies and provide continuous oversight and assurance that recovery strategies are sufficient to recover within the approved recovery time objectives.
- Develop and provide Business Continuity Program information, education, awareness, and training.

What education and experience are required for this job (minimum qualifications)
-
Any of the following combinations of direct and comprehensive experience with all facets of the business continuity domain, including business impact analysis (BIA); recovery strategies research, recommendation, development, and implementation; continuity of operations plan and disaster recovery (technology) plan development and maintenance; risk assessments; continuity of operations and disaster recovery plan testing; relationship development and management; and FEMA's National Incident Management System AND completed education (Emergency Management, Risk Management, Business Adminstration or a closely related field):
- High school diploma/GED AND nine (9) years of experience.
- Associate's degree AND seven (7) years of experience.
- Bachelor's degree or higher AND five (5) years of experience.
What additional skills and experience would be helpful in this job (desired qualifications):
- DRII - Certified Business Continuity Professional (CBCP), Master Business Continuity Professional (MBCP), or Certified Public Sector Continuity Professional (CPSCP), or the ability to obtain within one (1) year of hiring.
- Demonstrated experience with business continuity industry best practices and processes.
- Demonstrated experience with business continuity/disaster recovery planning specific to technology data centers, infrastructure, and systems.
- Demonstrated experience with FEMA's National Incident Management System (NIMS) and Incident Command Structure (ICS) processes and protocols.
- Demonstrated experience with project management best practices and processes.
- Demonstrated experience with business continuity software (currently Riskonnect Resilience) for purposes of transforming theoretical and hypothetical strategies and plans into practical, actionable plans, and knowledge of and experience with crisis communications best practices, messaging development, and software (currently Everbridge).
- Experience working with diverse populations of internal and external customers.
What knowledge, skills, and abilities you should have within the first six months on the job:
- Knowledge of and experience with successfully managing teams and projects of various sizes and complexities to successful completion.
- Knowledge of and experience with the Government Emergency Telecommunications Services (GETS) and Wireless Priority Services (WPS) program.
- Analytical, process-oriented, and administrative skills, including process improvement concepts.
- Ability to communicate effectively, verbally and in writing, including conducting meetings, presenting effectively to any audience, workshop, and exercise facilitation, and training.
- Excellent organizational skills with the proven ability to lead and manage multiple projects simultaneously.
- Working knowledge of all areas of the Metropolitan Council, and the ability to develop a clear understanding of its key services, processes, resources, and interdependencies.

Union/Grade: Non-Represented / Pay Grade I FLSA Status: Exempt Safety Sensitive: No Full Salary Range: $46.40 - $75.30 Hourly/ $96,512 - $156,624 Annually Anticipated Hiring Range: $53.97 Hourly- $60.00 Hourly / $112,258 - $124,800 Annually Work Environment: Work is performed in a standard office setting. Some positions may require travel between primary work site and other sites.
