Overview:

The Project Management Office (PMO) ofOak Ridge National Laboratory (ORNL) is seeking a highly motivated and organized Project Controls Staff Member. This position will work closely with the ORNL Isotope and Enrichment Project Controls Group Leader Director and Project Managers within ISED.

Major Duties/Responsibilities:

This position is for a project controls staff member who will track performance, identify and manage risks, manage baseline changes, and ensure compliance with DOE and ORNL requirements. This will include support for:

  • Maintenance of project work breakdown structure (WBS) and dictionary.
  • Maintenance of detailed, logic driven, resource loaded schedules.
  • Organize and lead monthly scheduling meetings with the project team to ensure timely progress.
  • Maintenance of summary and detailed cost estimates.
  • Manage the project risk register and lead cross-functional meetings to address and mitigate risks.
  • Provide comprehensive monthly performance analysis and maintain a dynamic project dashboard, tracking key metrics and performance indicators.
  • Change control management, including baseline changes and incorporating updated Estimate at Completion into the forecast.
  • Preparation of various status and Earned Value Management (EVM) based reports.Ensure all project management systems, project planning andproject executions are compliant with applicable ORNL and DOE governance.
  • Support for various project reviews, including project status reviews and earned value system surveillance/compliance reviews as applicable.

Basic Qualifications:

  • BS/BA in project or construction management, business, engineering and a minimum of 5 years of relevant experience. An equivalent combination of education, experience, and specialized training will be considered.
  • Experience managing a schedule in a classified environment.
  • Basic understanding of project controls best practices regarding scope, time, cost, change management
  • Basic understanding of DOE Order 413.3b and EIA-748 compliant EVM.
  • Hands-on experience with: Oracle Primavera, change control applications, and custom system and report development.

Desired Qualifications

  • 5years of experience successfully performing project controls like duties for project(s) within the DOE or Department of Defense (DOD).
  • Project Management Professional (PMP) certification, or equivalent project management certification.
  • Experience with risk management, working with risk analysis and simulation software.
  • Five years of project experience working within an EVMS environment compliant with EIA-748.
  • Experience in training on project management principles or tools, specifically CAM training.

Special Requirements:

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
