GENERAL STATEMENT OF JOB This is the second of two levels in the Water/Wastewater Treatment Plant Management series for the Clarksville Gas & Water Department. Incumbents manage and coordinate employees who perform all necessary operational duties of the Water/Wastewater Treatment Plant focusing on water quality utilizing all necessary available tools to ensure water quality meets or exceeds standards set by federal, state, and local government agencies. Prepares annual budget for the treatment plant and monitors all expenditures. Reviews and approves all reports for regulatory reporting purposes. Incumbents are held personally responsible for knowing and properly following all EPA and State of Tennessee rules and regulations pertaining to the treatment plant and are responsible for all work performed by subordinates. The Water/Wastewater Treatment Plant Manager is the "operator of record" for the assigned facility.

SPECIFIC DUTIES AND RESPONSIBILITIES Essential Functions:
Exercises direct authority of the treatment plant operations personnel; communicates information with other supervisors and subordinates; trains, motivates, assigns duties, and supervises subordinate personnel; formulates, initiates and/or recommends new or improved practices and policies; develops plans and procedures to ensure efficient plant operation; prepares performance evaluations. Ensures staff are properly trained and that employees follow regulations, policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations. Recognizes plant status and is able to troubleshoot and perform corrective actions of plant operations to ensure water quality meets or exceeds the standards of EPA and the Tennessee Department of Environment and Conservation (TDEC). Reviews water/wastewater treatment plant needs; prepares plans for future utility upgrades and related projects; coordinates construction and repair projects. Prepares and monitors an annual budget; forecasts staffing, equipment, and material expenses; monitors and controls expenditures; submits budget recommendations. Prepares, reviews, evaluates, and awards bids as needed. Operates Supervisory Control and Data Acquisition (SCADA) and other software systems. Creates, enters, and updates various records for operational and regulatory compliance. Responds to a variety of customer inquiries and complaints; resolves complex situations. Works safely observing all OSHA, federal, state, and city regulations. Report any accidents immediately to supervisor(s). May be required to respond to emergencies maintaining an active phone number. Performs other work as required.

Typical Qualifications

MINIMUM EDUCATION AND TRAINING Education and Experience:
High school graduate or GED equivalent. Five (5) years of experience operating Grade IV Treatment Plant, including three (3) years of supervisory experience. An equivalent combination of education and experience sufficient to perform the job's essential duties.
Licensing and Certifications Requirements:
Possession of a valid Class D Driver's License. Grade IV Water/Wastewater Treatment Plant Operator Certification (respective to assigned area). Grade II Distribution (respective to assigned area).

Supervisory principles. Advanced principles, practices, methods, and procedures in assigned area of responsibility. Applicable Federal, State, and local laws, rules, and regulations. Knowledge of and ability to operate and maintain all treatment plant equipment. Knowledge of all necessary operational and laboratory work required for observation and control of the treatment plant operations.

PHYSICAL REQUIREMENTS:
The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
