Summary:

The Business Solutions Analyst III is a senior-level expert responsible for leading enterprise-wide projects and program operations with significant strategic impact. This role serves as a thought leader and advisor, driving innovation, standardization, and continuous improvement across program management functions. The Analyst IV provides technical and functional leadership, influences organizational strategy, and operates with a high degree of autonomy in solving highly complex problems.


Responsibilities

Essential Job Functions:

  • Program Data Management
    • Lead the development, maintenance, and optimization of program data systems, ensuring accuracy and consistency across all program areas
    • Oversee and refine processes for tracking the entire program lifecycle, including initiation, modifications, and closeouts, with an emphasis on efficiency and compliance
    • Perform advanced data analysis and audits to identify trends, discrepancies, and areas for improvement, ensuring alignment with business and government contracting standards
    • Serve as the subject matter expert for direct and indirect cost data uploads and perform financial reviews to identify discrepancies
    • Serve as the primary reviewer for draft WAWF and IPP submissions and maintaining metrics on invoice submission times and rejections
  • Compliance and Reporting
    • Build relationships with internal and external stakeholders to ensure adoption of business solution tools
    • Collaborate with senior stakeholders to design and deliver custom and ad-hoc reports that address strategic and operational needs
    • Develop and analyze metrics and analytics to support executive decision-making and compliance with ISO, CMMI, and other organizational standards
    • Serve as a subject matter expert on compliance requirements, providing recommendations to improve reporting and data integrity processes
  • Operational Support
    • Serve as a subject matter expert on new award onboarding, option period exercises, and contract closeouts providing support and expertise to both internal and external stakeholders
    • Provide support and expertise in 1099 consultant onboarding and maintenance
    • Provide support and expertise in implementing and maintaining new capabilities to include Artificial Intelligence (AI) tools, within the R3 and operational environment
    • Act as a technical lead in managing contract data, reviewing complex entries, and resolving advanced issues
    • Provide expertise in maintaining ISO certifications and integrating CMMI processes, ensuring subsidiaries adhere to organizational standards
    • Serve as a subject matter expert on CMMI implementations and lead the process from kickoff to successful appraisal
    • Develop and deliver advanced training programs, resources, and troubleshooting support for stakeholders on program tools and processes
    • Identify root causes of operational challenges using advanced analytical methods, proposing and implementing creative solutions
  • System and Process Optimization
    • Design and implement improvements to the program management system, enhancing functionality, efficiency, and user experience
    • Conduct in-depth research to propose innovative solutions for future system enhancements, considering factors such as cost, time, and impact
    • Lead testing and validation for new system functionality, resolving issues, and ensuring successful implementation
    • Develop standardized procedures, reusable process assets, and SOPs to support consistent and efficient operations
    • Support the development and maintenance of a service portfolio, service/operational level agreements, and development/bug trackers

Qualifications

Necessary Skills and Knowledge:

  • Strong government contracting experience, to include complex CLIN structures and invoice/payment terms
  • Strong problem-solving and analytical skills, with the ability to make decisions in complex and uncertain scenarios
  • Demonstrated ability to manage and execute long-term, high-impact projects with minimal supervision
  • Ability to embrace change, learn quickly, and thrive in a dynamic corporate environment
  • Skill in working harmoniously within cross-functional teams to achieve common objectives
  • Strong communication and interpersonal skills, to include the ability to communicate effectively and diplomatically, both verbally and in writing, with internal and external stakeholders
  • Ability to prioritize tasks, manage multiple projects, and meet deadlines.
  • Possesses attention to detail and effective problem-solving skills.
  • Strong cultural awareness and sensitivity, with the ability to adapt messages and strategies for diverse audiences
  • Basic understanding of relevant software, tools, and systems used in the corporate environment. This includes proficiency in standard software applications, including Windows and MS Office Suite (Outlook, Word, PowerPoint, and Excel)

Minimum Qualifications:

  • Bachelor's degree in business administration, project management, or a related field (or equivalent experience), with 5-8 years of progressively responsible experience in program/project management and/or contract management
  • Expertise in program data management, process optimization, and compliance reporting
  • Demonstrated experience leading large-scale, complex programs or enterprise initiatives
  • Proven ability to advise senior leadership and drive strategic initiatives across the organization

Preferred Qualifications:

  • Master's degree in a related field
  • Experience supporting or leading ISO and/or CMMI-certified environments
  • Previous experience working with Alaska Native Corporations (ANCs)
  • Previous government contracting experience

Pay and Benefits

The salary range for this position is $129,550.00 to $160,850.00 annually.
