Responsibilities
We are seeking a Technical Product Owner to lead the design and delivery of a data-driven healthcare platform - specifically the development of a user interface to translate complex data into actionable insights that combat Fraud, Waste and Abuse. In this role, you will serve as the critical link between business stakeholders and engineering teams by driving the product vision, defining technical requirements, and ensure seamless integration between analytics and the front-end user experience. What You'll Do:
Lead a scrum team by driving the product vision, prioritization of work and delivery of work items.
- Translate technical concepts into user interface requirements and actionable user stories.
- Own and actively manage the team backlog in JIRA including writing, refining and prioritizing work.
- Frequent and direct engagement with customers and end users to gather feedback and refine requirements.
- Partner closely with internal teams on technical solutions and designs to ensure solutions deliver meaningful business value and feasibility.
- Continuously update and maintain JIRA tickets to reflect current priorities, dependencies and project progress.
- Lead and participate in Agile ceremonies including Sprint Planning, Backlog Grooming, Daily Standups, Scrum of Scrums and PI Planning.
Qualifications
Required Qualifications:
- Bachelor's degree and 10 years of experience, may have supervisory or lead experience
- Proven experience serving as a Product Owner for a software development team, with a track record of delivering high-quality, user-focused solutions
- Experience with process mapping, user flows and visual artifacts (e.g., wireframes, mock-ups, diagrams using tools like Visio) to clearly communicate workflows and system functionality.
- Strong problem-solving skills and the ability to navigate complex customer requirements.
- Knowledge of SQL, Python, or other programming languages with the ability to understand queries, scripts, and data processing logic to support analysis and requirements validation.
- Excellent communication skills, both written and verbal.
- Demonstrate strong project planning and organizational skills, proactively managing timelines, dependencies, and deliverables across multiple workstreams.
- Knowledge of modern data platforms such as Snowflake and/or Databricks, including understanding of data warehousing concepts, data pipelines, and analytics workflows.
- Hands-on experience working with Medicare and/or Medicaid claims data, including analyzing claims datasets, supporting fraud/waste/abuse use cases, or translating business needs into data-driven requirements.
- Proven ability to independently elicit, review, and analyze existing requirements and system documentation to identify gaps, inconsistencies, and downstream impacts across integrated systems.
- Demonstrated experience conducting impact assessments for enhancements, including evaluating effects on business processes, data flows, interfaces, and dependent applications.
- Ability to define and document clear hypotheses, non-functional requirements (NFRs), and acceptance criteria to support solution design, validation, and successful delivery of enhancements.
- Hands-on experience working in a SAFe Agile environment, with the ability to author high-quality user stories aligned to program objectives and business value.
- Operate independently with a high degree of ownership, accountability and proactive problem-solving.
- Must have the ability to obtain and maintain Public Trust Clearance.
- US Citizenship is required.
Desired Qualifications:
- SAFe POPM or similar certifications
- Hands-on experience developing and executing SQL queries, Python scripts, or other programming solutions to analyze data, validate requirements, and support troubleshooting or solution design.
- Hands-on experience working within Snowflake and/or Databricks environments, including querying data, supporting data pipelines, and collaborating with data engineers or data scientists.

Target Salary Range
$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
