We are seeking a highly experienced Change Management Specialist to serve as a subject-matter expert in managing the people-side of large-scale organizational change. The specialist will support the Transformation Office at the DEVCOM Aviation & Missile Center (AvMC), providing strategic change management guidance, leading workforce engagement efforts, and ensuring the successful adoption of new technologies, processes, and systems.

In this role, the specialist will lead the development and execution of comprehensive OCM strategies, including communication plans, stakeholder engagement, and readiness assessments to align with major transformation initiatives. The position includes identifying workforce impacts and risks, developing targeted strategies to build buy-in and manage resistance, and ensuring that employees are prepared for change. The specialist will support the integration of optimized workflows into enterprise solutions by developing key deliverables such as transition plans and training strategies. The specialist will also lead collaboration sessions with AvMC leadership, technical teams, and functional stakeholders, and will support informed decision-making by providing leadership with data-driven insights on workforce readiness and adoption metrics.

Responsibilities

  • Change management planning and execution across diverse workstreams, including Business Process Reengineering (BPR), organizational restructuring, ServiceNow implementations, and Artificial Intelligence (AI) initiatives.
  • Conduct listening sessions, stakeholder discussions, workshops, and forums to gather input and build consensus.
  • Conduct workforce impact assessments, identifying potential risks and resistance, and developing targeted stakeholder engagement strategies.
  • Create comprehensive internal communication plans and detailed stakeholder maps to guide engagement efforts.
  • Produce key change deliverables, such as transition monitoring plans, organizational readiness assessments, and communication guides for leaders and managers.
  • Work as part of large, cross-functional program teams on enterprise-wide transformation programs.

Required

  • BS or BA degree
  • 10 years of professional experience in organizational change management, strategic communications, management consulting, or a related field
  • Demonstrated experience leading change management activities for large-scale transformation programs, such as technology implementations, business process re-engineering, or organizational restructuring
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and collaboration platforms like Microsoft SharePoint.
  • Experience developing and executing OCM plans, conducting stakeholder analysis, and creating key change deliverables (e.g., communication plans, readiness assessments).
  • Mus have the ability to obtain and maintain a DoW security clearance.

Desired

  • Certification or significant experience with a structured change management methodology, such as the Prosci ADKAR Model or a similar framework.
  • Experience designing and conducting qualitative and quantitative data gathering through surveys, interviews, and focus groups to assess stakeholder sentiment and readiness.
  • Background in related fields such as organizational development, workforce engagement, or strategic planning.
  • Prior experience supporting change management initiatives within a government or Department of Defense (DoD) environment.
  • Proficiency in developing and tracking adoption metrics and workforce readiness indicators to measure the progress and success of change initiatives.
