The Undersea Technology Portfolio, within the Sea, Land, & Air Division in SPA, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging undersea technologies and warfighting capabilities. We support clients across the undersea and naval special warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology.

SPA is seeking a Program Analyst to support NAVSEA's Naval Special Warfare Program Office.


Responsibilities

Assists Government client(s) in the acquisition process with understanding, establishing, and analyzing existing and future systems definitions and designs based on projected threats and new technologies, utilizing client systems. Assists the Program leadership in monitoring the program by utilizing systems and processes designed to meet customer guidelines and to ensure work scope, deliverables, schedule, and budget are well defined and maintained. Uses quantitative analytical techniques to assess system acquisition process and develop risk reduction and mitigation strategies for improving program planning, control, and execution. Analyzes existing and future systems based on projected threats and new technologies. Participates in and report on cost, schedule, performance, variance, and risk analysis. Defines, generates reviews, and ensures acquisition documentation is accurate, complete, and meets government specifications and standards. Assists with the day-to-day management of acquisition programs and/or special projects. Reports to a designated work location, up to full-time, based upon the needs of the client.


Qualifications

Required Qualifications:

  • Seven or more years of related work experience with BA/BS degree or higher (additional years of relevant experience may be substituted) in STEM, Business, Statistics, International Relations, Military Studies, Political Science, National Security, Government Economics or related field of study
  • Knowledge of the relevant government acquisition process. For example, JCIDS and DoD 5000 series instructions, and other guidance from the relevant government agency customer
  • Excellent interpersonal, organizational, written, verbal communication skills and attention to detail
  • Able to effectively manage time and collaborate across a diverse set of group/division priorities
  • Knowledge of developing briefs and reports for project leadership team review
  • Additional requirements as needed by contract or division/group and/or company requirements
  • Active Secret clearance and the ability to maintain it throughout employment
