MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team! The Maryland Transit Administration (MTA), a modal administration within the Maryland Department of Transportation (MDOT), is seeking a highly skilled and motivated HRIS Program Lead to support the ongoing management of their Human Resources Information System (HRIS). This role functions as an individual contributor and functional lead, responsible for managing post-implementation HRIS operations, system enhancements, data integrity, and user adoption across HR, Payroll, and Operations specific to the MTA workforce. Key Responsibilities:
HRIS Operations, Optimization & Issue Management
- Serve as the functional lead for day-to-day HRIS operations supporting MTA
- Manage post-implementation system optimization, enhancements, and issue resolution
- Identify opportunities to improve HR processes through better system utilization
Enterprise Partnership & HRIS Governance
- Act as the primary liaison between MTA HR and MDOT Corporate HRIS
- Represent and advocate for MTA's operational needs in enterprise HRIS decisions
- Gather, document, and communicate business requirements for system enhancements
UAT, Enhancements & Continuous Improvement
- Coordinate and lead User Acceptance Testing (UAT) for system updates and enhancements
- Support system enhancements by validating functionality and ensuring alignment with business needs
- Track defects, coordinate resolutions, and ensure system readiness
Data Integrity, Reporting & Executive Insights
- Lead data integrity initiatives including data cleanup, validation, and audits
- Develop and maintain HRIS reports and dashboards
- Analyze workforce data to identify trends, patterns, and anomalies
- Present HRIS insights and analytics to leadership and executive teams
Adoption, Training & Operational Support
- Drive user adoption through training, job aids, and ongoing support
- Partner with Employment Services staff to improve transaction accuracy and workflows
- Serve as a backup resource for HRIS transaction support as needed
- Provide oversight to temporary staff supporting data cleanup efforts
Selective Qualifications
- Bachelor's degree in human resources, Information Systems, Business Administration, or related field
- Five (5+) years of progressive experience in HRIS
- Experience supporting post-implementation HRIS environments
- Strong experience with UAT coordination and execution
- Demonstrated experience with data integrity, data cleanup, and HRIS auditing processes

Qualifications
-
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work.
*Five (5) years of experience leading HRIS projects and/or system enhancements.

Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. -
Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. -
Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. -
Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
