Responsibilities

  • Participate in the Planning meetings, assessing change impact, performing risk mitigation, and organizing communication plans.
  • Serve as the application's primary technical SME point-of-contact, facilitating and coordinating customer requirements, integration efforts, and other actions, as required.
  • Provide SME recommendations to ITOPS IO during meetings, release management/operational readiness reviews, and other work sessions, such as planning and budgeting.
  • Will participate in planning meetings and working sessions with VA stakeholders from ITAM, CAM, Cost Management, Revenue Management, and COO among other groups as it relates to budgeting and annual business planning.
  • Will provide recommendations for changes related to the annual business planning processes and tools to mitigate existing and future risks, integrate those changes into the business planning process, and assess the impact of those changes over time.
  • Will finalize the documentation of the current state process flow via planning meetings and working sessions which will identify redundant or repetitive tasks and identify risks associated with the business planning process.
  • Recommendations for changes to mitigate risk will be provided to the VA stakeholders and impacts of those changes will be assessed. Any changes will be documented, and a communication plan will be created and implemented to inform all appropriate parties of those changes.
  • Will identify areas of improvement related to the indirect rate structure of IO as it relates to Cost Accounting Standards (CAS) and Generally Accepted Accounting Principles (GAAP).
  • Will facilitate and coordinate change specific to customer requirements to align with and mitigate risk of non-compliance related to CAS upon acceptance of recommendations via working sessions and planning meetings. Impacts of changes will be assessed and documented, and a communication plan will be created related to changes and impacts to the business planning process.
  • Will provide recommendations and facilitate the integration of interdepartmental and interoperable tool(s) related to budgeting, forecasting, rate modeling, and dashboard reporting as it relates to annual business planning. Upon integration and implementation, a communication plan to all affected VA stakeholders will be organized to allow for a seamless transition to the new tool(s) to include a full understanding of how they work, roles and responsibilities, and an O&M plan for continuous up time and improvements. Final tool(s) will mitigate risks identified during planning meetings and working sessions and impacts of the changes will be monitored and assessed by the SME upon implementation.
  • Implement an efficient method to execute the business plan monthly through streamlined Financial Management processes, procedures, and reporting that track change requests and produce cost impact assessments to allow timely and informed financial decisions.

Qualifications

  • Must have experience and deep knowledge of business, functional and technical areas/disciplines and be able to conduct research on special areas.
  • Must have experience with proposing new solutions to problems in the areas of their functional expertise.
  • Knowledge of Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR), and other government agency supplemental regulations.
  • Knowledge and experience with indirect rate creation, budget modeling, forecasting, and dashboard reporting.
  • Working knowledge of contract vehicle types (IDIQ, GWAC, BPA) and contract types (FFP, T&M, CPFF).
  • Proficient with Microsoft Excel, PowerPoint, and PowerBI.
  • Experience with Costpoint, Cognos, and Apptio preferred.
  • Strong interpersonal skills, with the ability to effectively communicate across matrixed organizations.
  • Strong financial and business analytical and problem-solving skills with high attention to detail.

Education:

  • Bachelor's Degree in Engineering, or equivalent PLUS 10 Years of experience.
  • Eight (8) years of additional relevant experience may be substituted for education.

Clearance:

  • The ability to pass a Tier 2/Moderate Background Investigation.

Location:

  • Remote, USA.
  • Monday - Friday (8:00 AM - 4:30 PM CST).

Pay Range:

  • The pay for this position ranges from $75,730 to $84,500.
  • The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
