General Description

The Director of Bus Maintenance is a senior management position and oversees the repair, safety, compliance, and preventive maintenance of the Broward County Transportation Department bus fleet of over 400 vehicles including managing the shop and administrative staff, and regulatory reporting to ensure operational efficiency and provide safe, clean, and reliable public transportation. Bus Maintenance is a 24/7 operation and the Director is expected to work all shifts to gain a full understanding of the operational needs and challenges of each shift as well as develop professional relationships with all Bus Maintenance staff. The Director is responsible for developing and managing budgets, operational processes/procedures, policies, schedules, performance management, and the development of staff.

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field.

(One year of relevant experience may be substituted for each year of required education.)

Requires four (4) years of high-level experience related to the area of assignment, including four (4) years of supervisory experience.

The ability to be on call 24 hours a day, 7 days per week.

Special Certifications and Licenses

Must possess and maintain a valid Florida Driver's License for duration of appointment, depending on area of assignment.


SCOPE OF WORK

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Administer and supervise the implementation of a comprehensive preventative maintenance program.
Prepare operating and capital budgets and control expenditures of allocated funds.
Evaluate work methods, policies, procedures, and services to determine effectiveness.
Review daily reports filed by all maintenance employees.
Develop various procedures and policies related to maintenance operations.
Meet regularly with Safety and Training officers to review projects and programs.
Collaborate with Authority Directors to develop, implement, and support existing programs.
Engage with local, state, and federal agencies regarding maintenance-related projects.
Represent the department on the labor/management committee.
Negotiate with vendors to resolve warranty issues and recover associated funds.
Manage contractual services to maintain vehicles, systems, and facilities.
Make presentations on maintenance-related topics to various groups.
Review and recommend capital expenditures to enhance departmental efficiency and services.
Oversee department inventories and stock controls.
Track trends using historical data and implement strategies to reduce service issues.
Respond to after-hour emergencies as needed
Work with all company and local team members to create a strong, vibrant, and engaging safety culture.
Demonstrate knowledge and experience in coordinating transit safety, service delivery, field operations, staff development, and collective bargaining negotiation skills, particularly in a union environment.

Plans, organizes, and direct repairs of buses to meet industry standards, vendor recommendations to meet daily service needs.

Administers a comprehensive preventive maintenance program and ensures compliance with safety, industry standards, vendor guidelines and environmental regulations.

Assures service line is fully operational and buses are cleaned, fueled, vaulted and washed nightly.

Prepares and manages operating and capital budgets, ensuring cost-effective operations.

Works with BCT/County subject matter experts to develop procurement documents for the purchase of materials necessary for bus maintenance operations.

Develops and maintains working relationships with vendors and contracted staff to ensure favorable outcomes for BCT.

Supervises and develops staff, manages personnel actions (hiring, training, discipline), and oversees labor relations/collective bargaining agreements.

Works with Union officials on various matters and develops positive working relationships with the various Union officials.

Determines KPI's, analytic tracking and analysis to measure success and areas of improvement.

Maintains bus maintenance records as required by the County, State, or Federal requirements

Participates and complies with all internal/external audits..

Develops/updates policies, procedures, operations, etc. based on the needs of bus maintenance.

Assure bus maintenance training is updated and issued to all required staff per local, state, and federal mandates.

Leads diverse technical teams and manages in a fast-paced 24/7, high-pressure environment.

Complies with OSHA, EPA, FDOT and DOT safety rules and reporting.

Collaborates with BCT/County staff to provide expertise on bus maintenance related issues.

Assists in preparation for the Premium Mobility Plan (PREMO) as it relates to Bus Maintenance.

Other duties as assigned.

Performance is reviewed periodically through conferences, consultations and written reports.
