REMOTE OPPORTUNITY! Job Summary The Manager, Recruitment Operations leads the evolution and scaling of the recruiting function through thoughtful process design, systems oversight, analytics, vendor partnerships, and strategic outreach. This role helps ensure consistent and effective hiring practices across the hiring lifecycle. General Job Duties and Responsibilities Recruiting Process Best Practices & Optimization Design, implement, and maintain scalable and consistent recruiting processes across geographies, business units, and job families. * Identify bottlenecks and inefficiencies across the recruitment lifecycle and implement continuous improvements to reduce time-to-hire and manual effort. * Establish standardized workflows, operating rhythms, documentation, and best practices for screening, interviewing, assessment, and offer management. * Lead operational programs focused on interviewer effectiveness, candidate experience, and offer approval optimization. * Continuously identify friction points across recruiting processes and drive solutions that improve quality, speed, and consistency at scale. Technology & Systems Management Serve as the subject matter expert for recruiting systems, including ATS platform (ICIMS) and system integrations. * Scope, test, and launch new tools, system enhancements, and automation initiatives to improve recruiter productivity and stakeholder experience. * Evaluate and recommend new recruiting technologies. Ensure system data integrity, operational excellence, and effective adoption of tools and workflows across recruiting teams. Data & Analytics Define, track, and evolve key recruiting metrics and KPIs, including time-to-fill, cost-per-hire, pipeline conversion, recruiter productivity, quality of hire, and compliance metrics. * Build, maintain, and deliver dashboards and reports that provide actionable insights into pipeline health, capacity planning, risks, and performance trends. * Partner with recruiting leadership to translate recruiting data into meaningful insights and recommendations for proactive decision-making. * Support leadership data requests, proposals, audits, and compliance reviews with consistent and reliable reporting. * Ensure consistency and accuracy of data across ATS, reporting tools, and downstream systems. Talent Outreach & Pipeline Development Design and support scalable outreach strategies to build and sustain talent pipelines for critical roles, including partnerships with military organizations, trade schools, technical programs, and community workforce initiatives. * Collaborate with recruiting leadership to identify priority outreach channels and talent communities aligned to long-term workforce needs. * Establish repeatable outreach frameworks, calendars, and best practices that recruiters can leverage consistently. * Track and evaluate the effectiveness of outreach activities and partnerships to inform continuous improvement. Vendor Management Manage all external staffing agency partnerships, including contracts, renewals and cost optimization. * Support weekly onboarding of all temporary employees in partnership with HR and staffing vendors. Qualifications Physical and Mental Requirements Must be self-motivated, detail-oriented, and proactive, with a strong ownership mentality. * Ability to manage complex projects, prioritize competing initiatives, and operate effectively in ambiguous environments. * Strong analytical and problem-solving skills with the ability to translate data into actionable insights. * Extended periods of sitting, computer use, virtual meetings, and collaboration across time zones. * Ability to maintain a professional demeanor, exercise discretion, and handle confidential information. * Regular and reliable attendance is mandatory. * Ability to travel occasionally to recruiting events, vendor meetings, or business locations as needed. Education, Certification, License, and Skill Requirements Bachelor's degree required; advanced degree preferred. * Minimum of 8+ years of experience in recruiting operations, talent acquisition or HR operations, including time leading large scale, remote teams. * Demonstrated experience scaling recruiting programs in a fast-paced, high-growth, and/or matrixed organization. * Deep expertise with ATS/CRM platforms and recruiting technology ecosystems. * Strong data analysis and reporting skills; proficiency with Excel, Power BI, dashboards, and business intelligence tools. * Proven ability to lead cross-functional initiatives and influence senior stakeholders. * Highly organized with exceptional documentation and process-design skills. * Proficiency with Microsoft Office (Word, Excel, PowerPoint) and collaboration tools.
