This position can be performed from any Turner office location.

Position Description:
Conduct and lead
competitive sourcing and evaluation of complex equipment and scope packages
across multiple projects or categories, ensuring accuracy and alignment with project requirements. Manage procurement process from scope review to bid coordination and award recommendations, working closely with SourceBlue Preconstruction team, project staff, suppliers, and procurement
leadership. Facilitates review of procurement materials to ensure completeness
and ready for award, supervise procurement staff, and support talent
development and operational improvement efforts.

Essential Duties & Key Responsibilities:

  • Conduct and lead implementation of SourceBlue (SB) competitive procurement process through bid evaluation and Best and Final Offer (BAFO)processes for assigned projects, including Request for Questions/Proposals (RFQ/RFP) development, bid management, analysis, negotiations, and award recommendations.
  • Establish project-specific bidding procedures, prepare bid documentation, and review and address comments on bid lists
  • Serve as key liaison between assigned project teams and stakeholders, including business centers, suppliers, and procurement leadership, while supervising SB Procurement team and supporting talent development, operational consistency, and continuous improvement initiatives.
  • Establish thorough understanding of project drawings, specifications, and scopes of work; to manage procurement development process and finalization of scopes of work for assigned procurement packages and to ensure clarity, completeness, fully vetted, and in alignment with project needs.
  • Oversee scope alignment process, bid clarifications, revisions, and Best and Final Offers (BAFOs), provide process guidance to SB Procurement team as needed.
  • Engage in negotiations of scope and pricing through to bid awards.
  • Finalize and issue Recommendation of Award (ROA) documentation, including assumptions, qualifications, exclusions, and approved alternates to SB Preconstruction lead.
  • Collaborate with internal teams responsible for supplier prequalification to support informed sourcing decisions.
  • Oversee review and escalation of scope gaps, construction issues, and technical questions identified during bid and procurement activities.
  • Contribute recommendations to continuous improvement reviews for developing and implementing procurement standards, tools, and best practices.
  • Support and participate in SB procurement system initiatives, data accuracy, reporting, and adoption of new platforms.
  • Analyze procurement data to identify trends, risks, and opportunities for cost savings or performance improvements.
  • Provide coaching and supervise daily work activities for SB Procurement team, participate in hiring process, conduct onboarding for new hires, deliver timely performance feedback for direct reports, contribute to performance appraisals during annual performance cycle, utilize talent management systems, and identify appropriate training to help with individual and team development needs.
  • Promote and represent the company and its services to key stakeholders as an industry leader. Other activities, duties, and responsibilities as assigned

  • Qualifications:

    • Bachelor's Degree from accredited program in Supply Chain Management, Business Administration, Engineering, Construction Management, or related field of study, and minimum of 8 years of progressive procurement experience, preferably within commercial construction, large-scale project environments, or supplier experience desired, or equivalent combination of education, training, and experience
    • Construction industry experience and knowledgeable of building construction types
    • Ability to interpret, contract documents, drawings, specifications, scopes of work, and project and procurement schedules
    • Knowledge of estimating, construction costs, scheduling, purchasing and engineering principles and techniques, general contract and subcontract documents, drawings and specifications, and familiar accounting and cost control procedures
    • Experience analyzing supplier proposals, including pricing, scope alignment, qualifications, and documenting procurement recommendations
    • Ability to conduct qualitative and quantitative analysis
    • Project management skills, able to manage high volumes of work and ability to move projects forward in a complex environment in a timely manner
    • Supervisory experience required; able to observe performance, identify areas of development, and deliver performance feedback
    • Interpersonal relationship building skills; ability to engage and secure partnerships with broad range of contacts in construction and supply chain industry, and effectively works across organizational levels and across company
    • Negotiation skills with ability to influence and engage others
    • Advanced presentation delivery skills; anticipate needs and tailor communications appropriately
    • Process and critical thinking skills with sound judgement decision-making and problem-solving skills
    • Knowledge of continuous improvement culture, concepts, principles, methods, and tools
    • Proficient computer skills and Microsoft Office suite of applications with intermediate Excel skills, knowledge of SharePoint, and collaboration tools
    • Limited travel

    *The salary range for this position in Seattle is estimated to be $100K-$140K annualized.*
    *The salary range for this position in Denver is estimated to be $90K-$138K annualized. *
    *The salary range for this position in California is estimated to be $110K-$160K annualized. *
    *The salary range for this position in Chicago is estimated to be $90K-$129K annualized. *
    *The salary range for this position in NY is estimated to be $100K-$152K annualized*
