Organization Overview

The Facilities & Operations (F&O) Directorate's mission is to support the science and technology missions of the Laboratory by providing a safe, environmentally sound, and reliable infrastructure, to provide high quality crafts and fabrication services to our customers as needed and to protect people, property, and national security.

Position Description:

We seek a Construction Safety Engineer to provide expertise, guidance, support, and leadership on construction safety and construction equipment matters both in the field and at the program level. Assisting the subject matter expert, the Construction Safety Engineer will maintain, implement, and improve institutional construction programs, policies, procedures, and requirements for conformance with Laboratory objectives, applicable regulations, and construction industry best practices. The candidate will resolve conflicts related to applicable safety requirements by working cohesively with construction staff and contractors and providing solution-oriented service.

Essential Duties and Responsibilities:

  • Oversee construction safety and related areas in support of the Modernization Project Office (MPO), Integrated Facility Management (IFM) and Facility Operations Center (FOC).
  • Promote BNL safety culture and expectations and provide solution-oriented service to Laboratory staff and construction contractors.
  • Conduct daily construction site safety inspections to identify potentially hazardous activities and make observations and recommendations for construction sites and worker safety.
  • Attend contractor job safety planning meetings / toolbox meetings.
  • Review and approve contractor safety and rigging plans, and contractor safety representative qualifications.
  • Inspect contractor's construction equipment, including cranes, rigging equipment, and aerial lifts.
  • Participate in project design reviews to ensure construction safety requirements are addressed.
  • Monitor the performance of construction contractors as it relates to compliance with the Site Safety Specification and BNL Health and Safety Plan.
  • Monitor and audit contractor implementation of safety programs and utilize judgment to ensure compliance with state, federal (OSHA) and contractual construction safety requirements, including the proper use of PPE.
  • Analyze, track and trend construction site safety performance, prepare periodic job site safety performance statistical reports for F&O and contractor personnel, and ensure actions to improve performance are implemented.
  • Investigate incidents and accidents and prepare reports as required.

Required Skills, Knowledge, and Abilities:

  • A high school diploma or equivalent plus:
    - a BS degree in a technical field and 6 years' relevant work experience OR;
    - a technical institute, Adult BOCES certification, AA degree in a technical field, CCI program completion at BNL plus 10 years' relevant work experience OR;
    - a technical high school certification program (e.g. BOCES) and 11 years' relevant work experience OR;
    - 12 years' relevant work experience.
  • Experience must include six (6) years of construction safety work experience with a minimum of three (3) years of safety oversight in the field.
  • Working knowledge of 29 CFR 1926 and OSHA 30-Hour Construction Safety Training.
  • Ability to read, analyze, and interpret regulations, standards and specifications.
  • Proficient computer skills including MS Word, Excel, and PowerPoint.
  • Outstanding people skills with clear and concise written and oral communication.

Preferred Knowledge, Skills, and Abilities:

  • Bachelor's degree in a technical, scientific, or engineering field.
  • CSP and/or NYC DOB Site Safety Manager designations.
  • Qualification as one or more of the following: scaffold/excavation/fall protection competent person.
  • Mobile crane, rigging, and aerial lift inspection certifications are highly desirable.
  • Familiar with DOE 10CFR851 Worker Safety and Health Program.
  • OSHA 500 Certification.
  • Instructor level training.

Environmental, Health, and Safety Requirements:

  • Ability to climb vertical fixed ladders.
  • Ability to lift 30 lbs.
  • Ability to wear a respirator.

Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
