Description

Markon is seeking a Senior Plans and Budget Officer to support an Intelligence Community customer. This role provides both strategic and execution-level financial management support, including budget formulation, justification, execution, and long-range planning. This position will work closely with senior leadership and mission stakeholders to ensure effective resource alignment, accurate financial tracking, and compliance with customer policies in a high-visibility environment.



Responsibilities

    Support budget formulation, justification, and execution for annual and multi-year programs.
  • Develop, maintain, and reconcile spend plans and funding profiles.
  • Perform financial analysis and trend reporting to inform leadership decisions.
  • Prepare documentation for budget exercises, reprogramming, and congressional submissions.
  • Provide governance and oversight of financial activities and ensure compliance with policies and guidance.
  • Create and manage obligations (MOs), track OGA transfers, and monitor ULOs.
  • Process SLA funding and RCAFs and support financial taskings and data calls.
  • Coordinate with COTRs on funding actions and support MOC/MOFA processes.
  • Develop and maintain SOPs, financial guidance, and supporting documentation.
  • Use Excel (Pivot Tables) and Tableau to analyze data and maintain reporting.
  • Support development of long-range (5-10 year) funding plans, including facilities requirements.
  • Prepare and deliver briefings and reports to leadership and stakeholders.


Qualifications

  • Active TS/SCI with Polygraph.
  • Bachelor's degree in Finance, Business, Accounting, Economics, or a related discipline.
  • At least 15 years of experience in a budget, finance, or resource management role.
  • Strong experience in budget formulation, execution, and financial analysis.
  • Experience with MOs, OGA transfers, ULO tracking, and spend plan development.
  • Proficiency with BASIS, COGNOS, ALM, or similar financial systems.
  • Advanced Excel skills (Pivot Tables) and familiarity with Tableau.
  • Knowledge of PPBE process and financial policies.
  • Excellent communication and stakeholder engagement skills, including executive-level briefings.
  • Ability to work effectively in a fast-paced, high-pressure environment.


Salary Range

USD $160,000.00 - USD $185,000.00 /Yr.

The Markon pay range for this position is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
