Senior Program Analyst (Logistics)

The Alaka`ina Foundation Family of Companies (FOCs) has a potential need for a Senior Program Analyst for the Logistics Combat Element (LCE) in Quantico, VA. This senior-level position requires extensive experience on a Marine Logistics Group (MLG) staff with a Combat Service Support occupational specialty.

DESCRIPTION OF RESPONSIBILITIES:

  • Analyze Lessons Learned related to sustainment operations, including distribution, supply chain management, and forward arming and refueling
  • Evaluate mobility operations Lessons Learned, including motor transport, embarkation, and expeditionary logistics
  • Assess maintenance operations Lessons Learned across ground equipment, motor transport, and ordnance maintenance
  • Analyze supply operations Lessons Learned, including Class I through Class IX supply management
  • Produce comprehensive logistics trend reports identifying systemic issues and best practices
  • Review Logistics Combat Element After Action Reports from exercises, deployments, and operations
  • Conduct interviews with logistics commanders, staff officers, and functional area experts
  • Synthesize complex logistics lessons across multiple Logistics Combat Element functional areas and echelons
  • Identify logistics capability gaps and recommend solutions to improve Marine Air-Ground Task Force sustainment(MAGTF)
  • Produce detailed Logistics Combat Element content for Marine Corps Center Lessons Learned formal reports and publications
  • Coordinate with Marine Logistics Group staff and subordinate units on Lessons Learned requirements
  • Support development of Logistics Combat Element training objectives and performance standards based on Lessons Learned analysis
  • Brief senior leadership on logistics trends, observations, and actionable recommendations
  • Mentor junior analysts on Logistics Command Element operations and logistics Lessons Learned collection methodologies
  • Other duties as assigned by Supervisor.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelor's degree. Education may be substituted for greater experience and/or certifications. Masters degree is preferred
  • Military Studies degrees from Marine Corps University and/or Joint Forces Staff College is highly desirable.
  • Derivative Classification.

REQUIRED SKILLS AND EXPERIENCE:

  • Fourteen (14)+ years of senior-level Marine Corps experience, including on a Division or higher staff. Eighteen (18)+ years of experience required if substituting experience for education. Substituted experience must be military service in the Marine Corps. Senior level experience on a Marine Logistics Group (MLG) staff with Combat Service Support occupational specialty highly desired. Must be able to identify problems and developing and presenting possible solutions/resolutions
  • Comprehensive understanding of Marine command structures, organization, operations, and ground combat tactics.
  • Proven experience conducting in-depth research and complete and definitive analysis, developing and writing military quality reports, developing planning documents and proposals, developing campaign plans, and creating presentations.
  • Experience documenting working group results, identification of priorities, making recommendations. Experience reviewing and approving proposals and plans. Experience identifying trends and developing trend reports. Experience reveiwing, developing, and conducting debriefs.
  • Strong analytical, writing, and communication skills with ability to produce publication-quality reports.
  • Experience reviewing, performing quality control, and providing feedback on reports.
  • Proficiency in Microsoft Office Suite, 365, and SharePoint, as well as data analysis tools, and military planning systems.
  • Ability to work effectively with senior military leaders across multiple organizations.

PREFERRED SKILLS AND EXPERIENCE:

  • Prior experience as a Marine Corps Center Lessons Learned Liaison Officer or in lessons learned operations highly desirable
  • Proven experience conducting formal lessons learned collections and interviews (50+ interviews preferred).
  • Experience in deployed/combat environments supporting operational lessons learned.
  • Senior level experience (O-4 and above) with ground combat, aviation, or combat service support MOS.
  • Retired Marine Corps Officer (O-4/O-5/O-6) with extensive operational experience strongly preferred.
  • Knowledge of joint and coalition operations, including NATO/ISAF operations.
  • Certified Knowledge Manager (CKM), Microsoft 365 Certified: Fundamentals.
  • Senior Enlisted Professional Military Education (SEPME) if personnel do not hold a bachelor's degree

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen
  • Must have an active Secret clearance.
