Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $119,400 to $175,100/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $119,400 to $230,800/year.

Learn more about the benefits of working at UC Brief Summary of Job Duties: The Manager of Extramural Funds Accounting provides strategic leadership and operational oversight for the campus extramural funds financial management program within Business & Financial Services (BFS). The position is responsible for managing the central accounting and post-award financial administration functions related to contracts and grants funded by federal agencies, state and local governments, private sponsors, foundations, and other external funding sources, as well as donor gifts. The Extramural Funds Accounting unit (EMF) supports more than 1,600 active funds representing approximately one-quarter of the University's operating funds and serves as the campus authority for financial administration of sponsored research awards. The Manager leads a team responsible for award setup, sponsor billing and collections, financial compliance monitoring, financial reporting, and financial closeout activities while ensuring compliance with federal regulations, sponsor requirements, and University policy. This position also plays a key leadership role in enterprise financial initiatives, including the implementation and ongoing optimization of Oracle Financials Cloud, serving as a functional leader and subject matter expert for campus financial systems and sponsored project accounting processes. The Manager collaborates extensively with campus leadership, principal investigators, research administrators, the Office of Research, and other campus partners to ensure effective stewardship of extramural funds and the delivery of high-quality financial services to the campus research enterprise. The Manager of Extramural Funds Accounting oversees a critical financial function that supports the University's research mission and ensures the integrity of extramural fund financial administration. The position exercises significant responsibility for establishing operational strategies, managing financial and human resources, ensuring regulatory compliance, and implementing financial systems and process improvements that impact campus-wide financial operations. Required Qualifications:
Preferred Qualifications:
- 4-6 years Experience in sponsored research administration or post-award financial management.
- 4-6 years Experience working within higher education or research institutions.
- 4-6 years Experience with enterprise financial systems such as Oracle Financials Cloud.
- Professional certification, such as CPA, CMA, or equivalent.

Job Functions and Percentages of Time:
- 30% Strategic Leadership and Program Management - Provides strategic leadership for the Extramural Funds Accounting and establishes operational goals aligned with the mission and service objectives of Business & Financial Services and the University. Key responsibilities include: -Establishes strategic priorities, service standards, and operational goals for the Extramural Funds Accounting unit. -Leads development and implementation of financial processes and policies supporting extramural fund financial administration. -Provides strategic guidance on campus-wide initiatives impacting the financial management of research awards and gifts. -Represents the campus in systemwide working groups, committees, and professional organizations related to extramural fund financial administration. -Serves as a member of the BFS leadership team, contributing to strategic planning and financial stewardship initiatives. -Leads cross-functional collaborations across finance, research administration, procurement, and information technology organizations.
- 25% Sponsored Research Financial Operations - Oversees, through subordinates, the financial administration of sponsored projects across the full post-award lifecycle. Responsibilities include: -Oversees financial administration of research awards, including award setup, financial compliance monitoring, sponsor billing, financial reporting, and award financial closeout. -Ensures financial transactions and reporting comply with sponsor terms, federal regulations, and University policies. -Oversees sponsor invoicing and collections processes to ensure timely recovery of sponsored research funding. -Oversees monthly subledger close processes for the project and grants module in the enterprise financial system, ensuring accurate and timely reconciliation of sponsored project financial activity to the general ledger. -Reviews and approves reconciliation of key subledger activity, including accounts receivable, billing transactions, cost transfers, and award financial activity. -Investigates and resolves reconciliation of discrepancies, system errors, and financial variances identified during regular financial operations. -Provides guidance to staff regarding complex financial transactions, correcting accounting errors, and resolving system processing issues. -Monitors award financial performance, and identifies potential compliance or financial risks. -Works closely with Principal Investigators, research administrators, and the Office of Research to resolve financial and compliance issues related to sponsored awards. -Ensures timely completion of award closeout activities and financial reporting to sponsors.
- 20% Compliance, Audit, and Risk Management - Ensures compliance with federal regulations, sponsor/donor requirements, and institutional policies governing the financial administration of extramural funds. Responsibilities include: -Oversees internal control processes supporting extramural funds accounting and compliance. -Interprets federal and other sponsor regulations, including Uniform Guidance (2 CFR 200), and ensures campus implementation. -Coordinates internal and external audits related to the financial administration of extramural funds. Develops audit responses and implements corrective actions when necessary. -Administers and maintains internal control frameworks and financial compliance monitoring programs related to extramural funds. -Collaborates with campus policy coordinators to update and maintain policies related to extramural fund accounting. -Promotes financial stewardship, accountability, and ethical financial practices across the campus community.
- 15% Financial Systems, Reporting, and Process Improvement - Provides leadership in the development and optimization of financial systems and reporting tools supporting the financial management of extramural funds. Responsibilities include: -Serves as a functional leader and subject matter expert for extramural funds financial processes within Oracle Financials Cloud and related enterprise systems. -Participates and oversees the system design, testing, implementation, and stabilization activities for financial system enhancements related to extramural funds. -Collaborates with campus stakeholders to develop standardized financial reporting tools and dashboards supporting extramural funds. -Identifies and implements opportunities for process improvements, automation, and system optimization. -Leads initiatives to improve data integrity, financial transparency, and reporting capabilities across campus financial systems related to extramural funds. -Leads analysis and resolution of subledger-to-general ledger reconciliation issues and works with campus financial system teams to correct underlying system configuration or data issues. -Indirectly oversees the activities of the PGM business analyst to support the system maintenance and enhancements, business process tools, and analysis of extramural fund data.
- 10% Leadership, Staff Development, and Training - Provides leadership and management for the EMF team. Responsibilities include: -Supervises professional accounting staff. -Conducts performance management activities, including goal setting, performance evaluations, and staff development planning. -Leads workforce planning, recruitment, and onboarding of new staff. -Identifies training needs and supports professional development. -Develops and delivers campus-wide training programs related to the financial management of extramural funds. -Fosters a collaborative work environment that supports innovation, accountability, and continuous improvement.
