GENERAL SUMMARY:

Responsible for the development and maintenance of system-wide facilities master plans, conceptual site and building plans for major capital outlay projects, and architectural programming, conceptual scope, schedule, and budget plans for individual projects. Ensures the quality of facility management planning across the entire health system.

PRINCIPAL JOB FUNCTIONS:



  1. *Commits to the mission, vision, beliefs, and consistently demonstrates our core values.
  2. *Plans, organizes, directs, and controls the functions of -construction design and facility planning.
  3. *Directs departmental activities to ensure compliance with applicable local, state, and federal laws and regulations, including Joint Commission standards.
  4. Manages lease agreements across the system.
  5. *Develops initial programmatic plans for use by architectural, engineering, and project management staff based on long-range analysis of functional and space utilization programs; prepares special analyses and reports related to long-range planning as appropriate.
  6. *Inspects and evaluates architectural structure and physical comfort of Health System buildings; makes recommendations concerning future utilization of buildings and facilities in accordance with cost estimates and Federal, State, and local building codes.
  7. Creates and oversees the Request for Proposal process for new construction.
  8. *Oversees the development, preparation, distribution, and approval of facilities master plans, utility and infrastructure master plans, initial and final project proposals, and other capital outlay documents.
  9. *Ensures that facilities planning efforts are effectively integrated with other system-wide planning efforts.
  10. Represents facilities planning and management on planning teams related to the strategic plans, academic and/or educational master plans, technology master plans, and other targeted planning efforts.
  11. *Responsible for ensuring that the scope, schedule, and budget are observed. Mitigates risk and cost while organizing team goals, developing the project's critical pathway, and building consensus across multiple Health System teams.
  12. Reviews the status of project scope, schedule, and budget, providing updates to leadership. Assesses project issues and develops resolutions to problems to meet multiple Health System goals and objectives.
  13. Possesses a working knowledge of building codes, fire and life safety codes, ADA codes, modern concepts of form and function in a healthcare setting, best building practices, and is capable of generating and/or interpreting basic floor layouts based upon end-users' communicated needs, service requirements, and knowledge of patient/caregiver processes and flow.
  14. Collaborates with leaders to ensure a safe physical environment.
  15. *Develops total project cost and manages costs within the approved plan.
  16. *Writes specifications for materials and workmanship to be utilized by contactors or in-house trades in all phases of the project.
  17. *Regularly interacts with and maintains good working relationships with internal customers, architects, subcontractors, material suppliers, and all members of the project team.
  18. *Identifies and proposes solutions that provide the best overall value to the hospital.
  19. *Leads coordination, pre-installation, pre-construction, and subcontractor coordination meetings.
  20. *Provides progress updates for active and planned projects.
  21. *Coordinates project closeout.
  22. Operates applicable hospital equipment.
  23. Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of the latest trends in the field of expertise.
  24. Participates in meetings, committees, and department projects as assigned.
  25. Performs other related projects and duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:



  1. Knowledge of local, state, and federal laws and regulations related to facilities management.
  2. Knowledge of maintenance, engineering, and construction methods and practices.
  3. Knowledge of the standards of the Joint Commission as they pertain to facilities management.
  4. Knowledge of quality improvement, budgetary, and financial methods and practices.
  5. Knowledge of lease agreements.
  6. Knowledge of computer hardware equipment and software applications relevant to work functions.
  7. Knowledge of customer service philosophies and practices.
  8. Ability to establish and maintain effective working relationships with all levels of personnel, medical staff, volunteers, and ancillary departments, including diverse patient populations.
  9. Ability to plan construction projects with key stakeholders throughout the project continuum.
  10. Ability to respond promptly to emergent or crisis situations.
  11. Ability to (re)negotiate/terminate lease agreements.
  12. Ability to analyze problems, identify needs and priorities, and implement effective work strategies.
  13. Ability to coordinate and manage work area activities internally and externally.
  14. Ability to develop and implement department objectives and performance goals.
  15. Ability to develop complex project schedules for the completion of work on a timely basis.
  16. Ability to communicate effectively both verbally and in writing.
  17. Ability to maintain confidentiality relevant to sensitive information.
  18. Ability to maintain regular and punctual attendance.



EDUCATION AND EXPERIENCE:

Bachelors of Science in Construction Management, engineering, architecture, or related field required. Minimum of five (5) years of construction management experience required. Prior healthcare design and planning experience required.

OTHER CREDENTIALS / CERTIFICATIONS:

Certified Healthcare Constructor (CHC) preferred.

PHYSICAL REQUIREMENTS:

(Physical Requirements are based on federal criteria and assigned by Human Resources upon review of the Principal Job Functions.)

(DOT) - Characterized as light work requiring exertion up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
