Description
The Business Development Manager is a key member of the Strategic Implementation and Governance leadership team, responsible for exploring and evaluating prospective new business and revenue opportunities and evaluating and optimizing existing business strategies in alignment with CCC's strategic priorities. Once business strategies and revenue opportunities are approved, the Business Development Manager is responsible for developing and overseeing the execution of the required plans to implement the project, contract, or grant or to collaborate effectively with administrative and operational partners to ensure successful planning and execution. While this role is primarily managerial, it requires the ability and willingness to perform routine operational tasks to ensure continuity, compliance, and successful outcomes for the Business Development team. Location: Information Technology Systems Building: 11 NW 5th Ave. Portland, OR 97209 Schedule: Monday - Friday, 8:00am to 5:00pm Compensation: $117,000 - $164,000, annually. Salary determination will be based on relevant experience, education and internal equity. MINIMUM QUALIFICATIONS Education
- Required: bachelor's degree in business administration, health care administration, public administration, or a related field.
- Preferred: master's degree in business administration, health care administration, public administration, or a related field.
Experience
- Required: six or more years of progressively responsible experience in business analysis, business development, strategic planning, grants management, or operational management in a health-related or safety net setting.
- Required: two years supervisory, managerial or lead experience in a relevant field or industry.
- Strongly preferred: two or more years of experience in a Federally Qualified Health Center or Rural Health Center setting.
Additional Requirements
- Must pass a pre-employment drug screen, TB test, and background check.
- Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects.
- Must be able to climb stairs several times a day and carry equipment between different locations in the downtown core.
- If using a vehicle for agency use: Must possess a current driver's license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy; pass an initial drivers training within 60 days of being an approved driver and continued recertification training; and maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.

ESSENTIAL DUTIES and RESPONSIBILITIES Business Development Program Management and Leadership (30%)
- Manage and continuously improve the organization's Business Development program.
- Organizes multi-departmental and cross-functional teams with the objective of successfully planning and executing prioritized new business opportunities, major grant and contract renewals, and prioritized changes to business processes.
- Establish standards for and support the change management cycle in the implementation of new processes that impact operations within the organization.
- Establish standards for and support the adoption of post-implementation monitoring and quality control processes to ensure successful grant and contract compliance and adherence to new processes.
- Mentor, advise, and provide consultation to leaders in the areas of business planning, development, and analysis; grants and contracts management; and performance management.
- Represents CCC and the organization's mission, vision, and strategic priorities in external and internal committees and forums related to role.
- Develops and manages relationships with community partners and stakeholders related to role.
Strategy and Governance (25%)
- As part of the Strategic Implementation and Governance leadership team, support and actively participate in quarterly and annual planning processes for CCC and CCC administration.
- Manage and continuously improve the Business Development team's processes for quarterly and annual planning and other strategy and governance processes.
- Analyze industry trends, competitive landscape, and client insights to identify emerging trends and opportunities, and prepare and produce relevant reports for executive and senior leadership.
- In collaboration with senior management, engage with and support CCC internal governance committees within scope of responsibilities.
- As part of the Strategic Implementation and Governance leadership team, support and actively participate in processes to manage the organization's prioritized strategic initiatives and projects to deliver on organizational strategies and goals.
Operations Management/Leadership (25%)
- Manage regular operations of the Business Development team and provide direct supervision to Business Development staff, including Business Planning, Contracts Management, and Grants Management.
- Spend substantial time engaging with supervised staff in their standard work, to observe, mentor and coach them in a manner that creates a culture of accountability and fosters continual improvement, including:
- Reviewing the work products of supervised staff against performance standards
- Observing supervised staff in key work activities to evaluate performance to standard
- Creating professional development plans for supervised staff
- Providing mentorship and training for supervised staff to support professional development and
- Identifying and supporting access to internal and external professional development opportunities for supervised staff.
- Manage, develop, and continuously improve internal procedures and standards for the Business Development team to assure quality and consistency of service delivery.
Business Analysis, Grants, and Contracts Management (20%)
- Ensure continuity of operations by serving as a back-up for routine operational tasks performed by direct reports.
- When necessary to meet organizational, compliance, or deadline-driven needs, personally perform or assist with routine staff functions, including:
- Conducting business analysis and producing related documentation
- Writing, submitting, and managing grant applications
- Tracking, monitoring, and reporting on grant- and contract-related obligations, deliverables, and compliance requirements.
- Balance managerial responsibilities with hands-on operational support during periods of staff absence, high workload, or critical deadlines.
- Perform other duties as assigned.

- Advanced analytic skills, including the ability to assemble data specific to the analysis needed, perform advanced statistical analysis, partner with data developers in the development of data tables, and select the appropriate visual to reflect analysis conclusions
- Advanced critical thinking skills, with the ability to challenge assumptions and identify root causes to problems.
- Advanced ability in using Excel or other related data analysis tools.
- Strongly preferred:
- Demonstrated knowledge of Federally Qualified Health Center financial and billing models.
- Demonstrated knowledge of local and state environment of homelessness, safety net healthcare, and social services, particularly related to business models.
