Provide GIS enterprise infrastructure services to the organization allowing advanced analytic tools for decision makers, building business relationships and consulting departments on the use of GIS to enhance their business.
Work Location: This position currently works on-site only.

Job Duties and Responsibilities

* Responsible for GIS Spatial Data Provision for the enterprise, including providing leadership, management, industry best practices, quality assurance and quality control. * Responsible for design and oversight of the GIS technical environment, including software and hardware, systems products, and for establishing priorities for the GIS enterprise network (ArcGIS Server, ArcIMS, ArcGIS Desktop). * Assist in maintaining an Enterprise business model, which helps departments to apply GIS capabilities effectively to improve citizen access and delivery of City services. * Support and assist in the implementation of business solutions through strategic application of GIS technology. * Deployment of spatial solutions for GIS software and web applications * Provide oversight and direction to enterprise data management, including the institutionalization of data stewardship. * Provide Administration of ArcSDE for Oracle, and SQL (re GIS) and use of Spatial for Oracle * Assist departments in the documentation of their business processes, and provide the technology and cost assessment of migrating departmental business processes to supported business support tools. * Provide complex GIS analysis for departments and the general public. * Research and implement new GIS technology releases, including system analysis, creation of detail project plans, migration planning, and creation of training plans and support plans. * Manage Consultants hired for projects ensuring the contract scope of work and deliverables are on time, within budget and of the quality specified. * Participate in research efforts applying GIS in municipal government.

Required Qualifications

Minimum Qualifications: Bachelor's Degree in Landscape Architecture, Computer Science, Cartography, Geography, a closely related field or equivalent
Minimum Experience: Five years of progressively responsible work experience in applying GIS technology to support decision making processes and formulating public policy that has included applying GIS to business solutions.
Selection Process: The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check (Police): The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position. * Thorough municipal government; the activities and process involved in the delivery of City services; the interaction of departments and workflow to provide services. In-depth knowledge and use of ESRI technology. * Thorough knowledge of geo-processing, cartographic design, cartographic principles and procedures, etc. * Thorough knowledge of data conversion; translation and transfer techniques; principles and techniques of work planning, scheduling, measurement and reporting. * Excellent interpersonal skills, decision making skills; oral and written communication skills. * Good analytical skills; marketing skills; management skills; problem solving skills and leadership skills. * Ability to work independently. * Ability to prepare and make presentations. * Knowledge of ArcGIS Pro or ArcGIS Enterprise, spatial data management, and map production to support Public Safety operational decision-making. * Public Safety Data Integration: Ability to integrate and maintain GIS datasets with public safety systems such as Computer-Aided Dispatch (CAD) and Records Management Systems (RMS). * Automation & Scripting: Proficiency in SQL to automate workflows, manage geospatial databases, and improve data quality and reporting.
