This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position. The Department of Child Support Services (DCSS) has requested a department promotional certification to fill a Child Support Services Supervisor position. Only qualified permanent and/or probationary DCSS employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list. The Child Support Services Supervisor serves as a first-line supervisor overseeing a child support services unit responsible for enforcing child support laws, maintaining the accuracy and integrity of financial records and transactions, and providing legal support services. In this role, Child Support Services Supervisors devote a substantial amount of time supervising and coordinating and are expected to address complex and sensitive issues that require sound independent judgment and discretion. Additional responsibilities include:
- Analyzing and interpreting California Child Support and Family Code regulations to a diverse audience
- Identifying, evaluating, and addressing personnel needs to support staff performance
- Implementing strategies to improve program performance and providing high level technical case management support to Child Support Specialists
- Deescalating and resolving complex conflicts
- Serving the community at community outreach events with a mobile van
- Building strong collaborative relationships with supervisors and staff

Minimum Qualifications

Experience and Education: Any combination of education, training, and experience which would likely provide the required knowledge and abilities. Normally, this would include courses in investigation, interviewing, public relations, supervision, paralegal or legal assistance, social and behavioral science, or public administration; and either two years of experience equivalent to a Child Support Officer II or higher, or two years experience leading or supervising technical or support functions in a child support services agency. License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
The position advertised on this announcement requires possession of a valid California Driver's License.

Knowledge, Skills, and Abilities

Thorough knowledge of: civil and family law, procedures and regulations which pertain to the establishment and enforcement of child support cases; legal terminology and forms associated with the collection of child support payments. Considerable knowledge of: court mandated due process standards and procedures; child support law, collection law, court procedures and court jurisdiction; methods and techniques used to effectively interview people; methods and techniques used to effectively locate non-custodial parents, relatives and related persons; information systems and equipment used in child support collection and enforcement; modern principles and techniques involved in supervision, training and instructional methods; financial record keeping procedures; modern office practices and procedures. Working knowledge of: effective supervision; techniques and methods of training employees in work procedures; child support establishment and enforcement procedures, including specialized enforcement strategies and programs; community resources and services accessed or used by case participants. Ability to: apply and explain federal, state and local codes, procedures and rules in order to secure current and delinquent child support payments and establish paternity; determine and calculate child support orders; lead, assign, prioritize, train, and monitor the work of others; ; speak, write, and interview effectively in a variety of circumstances; prepare and train others in the preparation of appropriate administrative and legal documents; critically evaluate child support case records and make recommendations; recognize the needs, attitudes and problems of people from a variety of socio-economic backgrounds; establish rapport and maintain cooperative working relationships with professional and technical employees and the general public; perform basic arithmetic calculations; prepare clear and concise written reports and memoranda; deal with stressful situations and hostile people; effectively use electronic information systems and equipment; analyze and interpret electronic information systems data.
