About the Position

The Capital Improvement Program Manager reports directly to the Director's Office and serves as the department's lead administrator for the Maricopa County Department of Transportation's (MCDOT) Capital Improvement Program (CIP), including federally funded Transportation Improvement Program (TIP) and Major Improvement Program (MIP) projects. This position provides strategic financial planning, program oversight, and federal compliance administration to ensure capital projects are properly programmed, funded, and delivered within approved budgets while protecting against overspending and funding misallocation.

The position collaborates daily with MCDOT executive leadership, division leaders, project managers, and finance staff to develop, oversee, and monitor the Maricopa County Transportation Capital Program. The role serves as a key liaison to federal, state, and regional partners to administer and report on Maricopa County Department of Transportation (MCDOT) federal aid activities and ensure compliance with applicable federal funding regulations, including Disadvantaged Business Enterprise (DBE) and Title VI requirements.

We Require

  • Four years of professional related experience in the area of assignment, including managing projects and conducting complex research and analysis for public works

  • Bachelor's degree in Engineering, Construction Management, Business, or Public Administration

  • Postgraduate degrees or professional-level-related experience may substitute for education or experience on a year-for-year basis.

Other Requirements
Successful candidates must currently possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire.

Job Contributions

  • Develops the capital program budget in collaboration with project managers and finance; reviews monthly project forecasts; provides quarterly working budget updates; updates regional federal funding budgets; attends project status meetings; monitors project schedule to ensure timelines are achieved, or corrective action is implemented.

  • Presents program information to executive leadership, the MCDOT Project Review Committee (PRC), and the Maricopa County Transportation Advisory Board (TAB).

  • Initiates, monitors, and closes out MCDOT federal aid projects in accordance with the Arizona Department of Transportation Certification Acceptance process, coordinating with project managers and regional partners to ensure compliance and successful project delivery.

  • Reviews work assignments, contracts, and related change orders, intergovernmental agreements, and board of supervisor agenda items for accuracy.

  • Administer the DBE and Title VI programs, ensuring federal compliance.

  • Provides capital project financial data to support Governmental Accounting Standards Board (GASB) Statement No. 34 reporting, ensuring accurate capitalization and financial reporting of completed transportation assets. Evaluates capital program procedures and internal controls and recommends updates to manuals, operating procedures, and policies to strengthen compliance and fiscal integrity.

  • Voting member of the MCDOT PRC, ensuring the availability of funding for project budget requests.

Working Conditions

This position typically works in an office or administrative environment and is not substantially exposed to adverse environmental conditions. The employee in this position may be required to exert up to 10 pounds occasionally or negligible weights frequently and will be seated most of the time.
