Job Family Description

Site Security personnel safeguard individuals, property, information, and assets against potential threats and unwanted access. They monitor security systems and respond promptly to security incidents. They assess security and emergency risks and implement training and preventative measures. They ensure compliance with security procedures and requirements.

Discipline Description

Security Modeling and Simulation personnel provides preliminary and conceptual data for final Vulnerability Assessment (VA) reports, various security plans, protective force operations, and physical security requirements using a variety of sensitive unclassified/classified analytical/technical methods, tools, and techniques (i.e., Simajin) to produce a Probability of Neutralization number for each scenario. The data is used by the VA Team and other stakeholders as part of an equation to calculate System Effectiveness. MOD/SIM analyzes upgrades and support Performance Assurance Program Essential Elements. MOD/SIM conducts and documents assigned FA-18 self-assessment and leads and presents sensitive unclassified/classified formal and informal briefings and meetings.

Some Typical Duties & Responsibilities Include:

This position focuses on applying advanced theories, concepts, principles, and practices of modeling and simulation (M&S) analysis, particularly within the context of physical security and Vulnerability Assessments (VA). This includes knowledge of analytical and evaluative methods and a thorough understanding of orders, technical standards, and guides related to safeguards and security for DOE / NNSA assets. Comprehensive knowledge of, and skill in using, multiple sophisticated modeling and simulation software to model facilities, terrain, adversary attack plans, and protective force responses to determine the overall effectiveness of security systems. A core function is to assess vulnerabilities by determining the Probability of Neutralization (PN) and ensure security measures align with security interests and comply with all DOE / NNSA standards and policies. The discipline also encompasses strategic security posture analysis for cost efficiencies and contributes to complex-wide M&S policy development.

Duties & Responsibilities Include:

Perform complex modeling and simulation (M&S) for Vulnerability Assessments (VAs) and site projects. This includes building facility and terrain models, modeling attack scenarios, and replicating protective force responses using specialized programs such as AutoCAD and the Vanguard / Simajin software suite. Provide M&S and physical security expertise for modeling and analyzing elements impacting target protection, such as facility barriers, pathways, threats, systems, insiders, and additional security measures. Offer Safeguards & Security oversight, technical support, and analysis for complex facilities, including researching current information (e.g., terrain data, floor plans, protective force response plans) for modeling, and publishing M&S analysis reports. Support scenario attack and defense plan development and model in accordance with current or draft Security Incident Response Plans (SIRP).

Conduct comprehensive and thorough quality assurance analysis of all M&S files and data. Interpret simulation results, extrapolate findings, and prepare technical reports to evaluate security system adequacy for DOE / NNSA assets, ensuring compliance with all orders and standards. Analyze proposed security system changes, postures, and adjustments to maintain an acceptable Probability of Neutralization (PN) for all stakeholders.

Develop Sitewide M&S policy and guides and support the development and implementation of DOE / NNSA orders, security policies, and technical reviews of security planning documentation for both the Site and broader complex. Serve as an M&S subject matter expert for task teams, committees, working groups, and security-related projects, providing data and analytical basis for planned and emergent overall risk analysis.

Act as a liaison between the protective force, facility operations, and stakeholders for all security M&S activities and initiatives. Support Force-on-Force and Table-Top exercises as well as physical security and performance assurance programs through self-assessments for existing and future security postures. Document results, assess findings, and interface with external organizations and resources for resolutions. Collaborate with classified system administrators to maintain security software and systems for all related VA and M&S requirements. Perform all duties with consistent adherence to Site safety regulations and standards.

Required Qualifications

* Bachelor's degree in relevant field plus at least five years of experience (YOE) in a relevant role, OR Master's degree in relevant field plus at least two years of experience (YOE), OR Doctoral degree in relevant field
* Equivalencies to experience and education requirements will be considered

We'd Also Like to See

Knowledge of NNSA / DOE vulnerability assessment orders / directives. Military / Law enforcement, DoD, and S&S Contractor experience in areas such as, modeling and simulation, AutoCAD software experience, vulnerability assessment, and physical security / protection.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship.
