Description:

Patricio Enterprises is seeking a highly motivated Program Analyst II to provide comprehensive acquisition and analytical support to the Product Manager, Engineering Systems (PdM ES) within Marine Corps Systems Command. This role is specific to the Fuel and Water Team, ensuring that lifecycle management, technical integration, and logistics planning align with USMC mission requirements. The ideal candidate will bridge the gap between technical data and executive-level decision-making.

Primary duties will include (but not limited to):



  • Acquisition Lifecycle Management: Develop, review, and maintain formal acquisition documentation (LCSP, SEP, TEMP, etc.) and ensure compliance with DoD 5000.02 and USMC organizational protocols.
  • Data Analysis & Problem Solving: Collect and analyze complex data sets-including cost performance, schedule variance (EVM), and expenditures-to define problem areas and recommend mitigation strategies to Government leadership.
  • Technical Integration Support: Conduct analysis and planning across the "cradle-to-grave" spectrum, including design, development, testing, integration, and sustainment logistics.
  • Stakeholder Liaison: Establish and sustain critical relationships with internal MCSC stakeholders and external partners (e.g., DLA, Navy, Army) to support Fuel and Water Team initiatives.
  • Programmatic Reporting: Prepare and present oral and written reports, mathematical models, and findings to Government leads; manage official program files and maintain tracking databases.
  • Fleet Support: Evaluate emerging requirements, fleet concerns, and safety issues; perform market and maintenance analysis to improve system readiness and safety.
  • Schedule Management: Utilize Microsoft Project and OnePager to build, maintain, and analyze Integrated Master Schedules (IMS).


KNOWLEDGE AND SKILLS:



  • Must be able to work independently.
  • Must be detail oriented and organized.
  • Must be able to manage multiple projects at one time.
  • Must be able to research, analyze, and evaluate information to provide multiple courses of action.
  • Must be able to express ideas effectively orally and in writing.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Access, TEAMS) and OnePager.
  • Ability to navigate the unique culture and internal protocols of a DoD Program Office independently.
  • Travel: Ability to travel up to 25% to support program milestones and fleet engagements.



EDUCATION / EXPERIENCE:



  • Bachelor's degree in a business, engineering, or related field (preferred).
  • Minimum of four (4) years of progressive experience in program analytics within a DoD acquisition program office.
  • Knowledge of DoD Acquisition and Life-Cycle Management policies and procedures including DoD 5000 series and service-specific guidance.



PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:

This job operates in both a professional office environment and a field environment. This role routinely uses standard office equipment such as computers, phones, printers/photocopiers, filing cabinets and fax machines as well as military equipment. While normally office working environment, Test support may require extended periods outside under adverse climatic conditions.
