Summary:

The Project Manager II is responsible for the successful planning, execution, and completion of capital construction projects within a defined scope, budget, and schedule. This role manages all phases of the project lifecycle-from initiation through closeout-while collaborating with internal teams, external consultants, and stakeholders to ensure alignment with organizational goals and compliance with relevant policies and procedures.



Location: Hybrid, Downtown Pittsburgh, PA



Responsibilities:



  • Project Planning & Initiation

    • Collaborate with project sponsors and stakeholders to define project scope, objectives, deliverables, and success criteria.
    • Identify high-level risks, constraints, and assumptions.
    • Assist in schematic-level cost estimating with Planning and Asset Management teams.
    • Develop project charters, stakeholder registers, and initial risk assessments.


  • Project Execution & Scheduling

    • Develop detailed project work plans, including activity sequencing, resource allocation, and scheduling.
    • Coordinate internal resources and external vendors/contractors to ensure timely and cost-effective project delivery.
    • Work with the Sourcing Group to plan and manage procurement activities.


  • Budgeting & Financial Management

    • Develop and manage project budgets, forecasts, and cash flow projections.
    • Monitor and report on financial performance, including variances and corrective actions.
    • Ensure compliance with accounting policies and maintain accurate financial records.


  • Risk & Change Management

    • Maintain a comprehensive risk register and implement mitigation strategies.
    • Monitor project changes and assess impacts on scope, schedule, and budget.
    • Communicate changes and risks to stakeholders in a timely and transparent manner.


  • Communication & Reporting

    • Develop and implement project communication plans.
    • Provide regular updates to stakeholders and senior management on project status, risks, and financials.
    • Prepare and present project documentation and reports in accordance with internal standards.


  • Project Closeout

    • Complete all closeout activities as defined in organizational policies.
    • Document lessons learned and archive project documentation for future reference.





Education/Experience: Required: Bachelor's Degree. Demonstrated ability to organize and lead others, 5+ years in utility or other regulated environment with capital projects as a project manager responsible for scope, schedule, budget, quality and safety.



Skills/Abilities:



  • Strong knowledge of project management methodologies (e.g., PMBOK, Agile, Waterfall).
  • Proficiency in project management software (e.g., MS Project, Primavera, Smartsheet).
  • Excellent organizational and time management skills.
  • Strong analytical and problem-solving abilities.
  • Effective written and verbal communication skills.
  • Ability to manage multiple projects simultaneously under tight deadlines.
  • Financial acumen with experience in budgeting, forecasting, and cost control.
  • Ability to lead cross-functional teams and influence without direct authority.
  • Familiarity with construction project lifecycles and capital planning processes.
  • Knowledge of procurement and contract management practices.
  • High attention to detail and commitment to quality.



Storm Roles:
