Position Summary The IB Temporary - Outsourcing & Budget Management will own and focus on standardizing our approach to all suppliers, contracts, and budgets including the development of study-specific site budget templates for both domestic and international sites. The role will also collaborate with all departments to improve supplier, budgets, and contracts management, including payment terms and billing compliance. The role will mentor and lead staff with supplier management, contracts, budget negotiations, and coverage analysis and be the Subject Matter Expert (SME) to address supplier management, billing compliance and budget-related questions/issues. Essential Functions
- Manages the clinical outsourcing for all ImmunityBio trials
- Oversees the preparation of Requests for Proposals (RFPs) and purchase requisitions for the clinical operations/development team.
- Responsible for the preparation, negotiation and finalization/execution of Work Orders, 3rd party Vendor Services Agreements, Change Orders, Consultant Agreements, Master Services Agreements, and other types of ad hoc agreements
- Negotiates changes to standard contracts language in collaboration with legal department
- Manage the day-to-day activities of the team to include the hiring and training of new team members, coaching employees and monitoring performance.
- Develops Standard Operating Procedures (SOPs), process improvements, and standardization of templates
- Maintains a portfolio of budgets and contracts
- Partner and communicate with Legal, Finance/Accounting, and Clinical Operations Teams
- Develop study-specific site budget templates and negotiates parameters for the budgets and contracts
- Ensure fair market value (FMV) during budget negotiation and that billing compliance guidelines are followed
- Identify risks like billing compliance issues, potential liability, and remuneration and escalate appropriately
- Responsible for budget timelines and provide regular updates, including making decisions and recommending operational strategies in support of achieving clinical program objectives
- Understands the drug development process and cross-functional responsibilities
- Assist in budget, forecasting, auditing, and variance management activities
- Interact with internal stakeholders and third parties to achieve a mutually agreed upon document, highlighting any issues to senior management for resolution, tracking and following up on all concluded agreements/budgets as necessary
- Triaging internal requests for supplier oversight and budget-related matters
- Communicating with internal parties regarding any relevant and/or substantively changed terms/communicate any financial follow-up
- Provide reports/analysis of trends in negotiation of budgets/agreements to senior management
- Educate others on the processes for supplier management, contracts and budgets and billing compliance as needed
- Mentor and lead Supplier management and budget team
- Performs ad-hoc and cross-functional duties and/or projects as assigned to support business needs and provide developmental opportunities.
Education & Experience
- Bachelor's Degree with 10+ years' experience in Supplier Management, Budget and Contract Development, Compliance, and Negotiation for domestic and international research studies required.
- 5+ years' experience in clinical research required.
- Experience with different phases and therapeutic areas of clinical trials required.
- Experience managing a team required.
Knowledge, Skills, & Abilities
- Extensive knowledge and expertise in the use of Clinical Trial Management Systems and excel for budget development and negotiation.
- Skillful use of interpersonal skills and influence to accomplish work without formal authority and to ensure optimal team performance.
- Excellent communication and customer service skills, which enable successful collaboration with investigative sites.
- Strong experience in cross-functional communication and decision making and ensuring alignment with internal and external stakeholders.
- Sound judgment, problem solving, matrix management, and collaboration in selecting methods and techniques for obtaining solutions to problems.
- Ability to work effectively with cross-functional teams in a highly matrixed organization.
- Understands supplier management and billing/regulatory compliance guidelines.
- Knowledge in coverage analysis and CPT Coding.
- Support a culture of continual improvement, learning, and innovation through knowledge sharing.
- Must be detail-oriented and able to plan and prioritize a workload with competing priorities.
Working Environment / Physical Environment
- This position will work on site in either El Segundo, CA or Torrey Pines, CA.
- Regular work schedule is Monday - Friday, within standard business hours. Flexibility is available with manager approval.
- Ability to sit/stand in front of a computer for a long period of time
- This position requires flexible hours, with occasional evening and weekend hours
This position is eligible for a discretionary bonus and equity award. The hourly base pay range for this position is below. The specific rate will depend on the successful candidate's qualifications, prior experience as well as geographic location. $87.00 (entry-level qualifications) to $95.70 (highly experienced) per hour The application window is anticipated to close on 60 days from when it is posted or sooner if the position is filled or closed ImmunityBio employees are as valuable as the people we serve.
