Allegheny Science & Technology (AST) is seeking a Sr. Program Analyst to provide programmatic, analytical, and stakeholder coordination support to federal program offices responsible for energy infrastructure, grid modernization, and related policy initiatives. This includes a particular focus on the Department of Energy's Puerto Rico Energy Resilience Fund (PR-ERF), which supports Puerto Rico's grid resilience efforts following natural disasters and decades of underinvestment. The goal of the PR-ERF is to increase energy reliability and reduce the energy burden of vulnerable residents. The position serves as the primary coordinator for stakeholder inquiries and external engagement requests, managing the full lifecycle of stakeholder interactions-from initial intake and issue identification through internal coordination, regulatory analysis, leadership review, and formal response. Working closely with program leadership, technical staff, legal counsel, and interagency partners, the Coordinator ensures that inquiries from states, utilities, industry organizations, congressional offices, and other stakeholders are tracked, analyzed, and routed through the appropriate DOE decision and approval workflows. This includes coordinating briefing materials, facilitating internal reviews, supporting regulatory documentation, and maintaining communication channels that ensure timely and transparent responses. The role also provides project management support when DOE engages with project proponents or external stakeholders on infrastructure proposals, regulatory matters, or legislative inquiries. Stakeholder Inquiry Intake and Case Management: The Coordinator manages the intake, tracking, and resolution of inquiries from external stakeholders. This function supports DOE's broader goal of maintaining effective coordination with stakeholders involved in energy infrastructure development and policy implementation. Responsibilities include:
- Serving as the central intake point for stakeholder inquiries related to DOE programs, regulatory matters, and project proposals, with a specific emphasis on those pertaining to the PR-ERF.
- Reviewing incoming requests from industry stakeholders, state agencies, utilities, congressional offices, and community partners to identify the appropriate DOE program office and response pathway.
- Maintaining a centralized inquiry tracking system to monitor the status, routing, and resolution of stakeholder requests.
- Coordinating with internal DOE subject matter experts to gather information required to develop accurate and timely responses.
- Preparing summaries and issue briefs that synthesize stakeholder questions, program implications, and potential response options.
- Ensuring inquiries are resolved within established response timelines and program priorities.
Regulatory and Legislative Coordination: The Coordinator supports internal coordination related to regulatory, policy, and legislative matters affecting DOE programs. Federal agencies must publish regulatory proposals and final rules through formal rulemaking procedures that allow public notice and comment before finalizing regulations. Responsibilities include:
- Monitoring legislative developments, regulatory actions, and policy initiatives that may affect DOE programs or stakeholder interests, particularly those impacting energy resilience in insular areas like Puerto Rico.
- Supporting the preparation of briefing materials, issue papers, and responses to legislative inquiries or policy requests.
- Coordinating internal reviews of regulatory materials, including draft guidance, rulemaking notices, and program documentation.
- Supporting the development of documentation associated with regulatory actions, such as Federal Register notices, memoranda, and decision documentation.
- Assisting with the compilation of stakeholder comments and feedback related to rulemaking or public consultation processes.
DOE Decision Process Coordination: The Coordinator supports internal DOE approval processes associated with stakeholder requests, project proposals, and regulatory actions. DOE programs frequently coordinate with other federal entities during project authorization or regulatory review processes to improve decision timelines and ensure agencies receive complete information prior to review. Responsibilities include:
- Coordinating internal routing of decision documents, briefing materials, and response packages for leadership review.
- Supporting development of approval packages that move through DOE internal review structures before final authorization.
- Tracking document reviews and coordinating revisions among program staff, legal counsel, and senior leadership.
- Supporting coordination with other federal agencies when multiple authorizations or reviews are required.
Stakeholder Engagement and External Coordination:
The Coordinator assists in planning and executing engagement activities with external partners. Responsibilities include:
- Supporting engagement with states, utilities, tribal governments, industry associations, and community stakeholders, with an emphasis on outreach to Puerto Rican communities and organizations regarding energy resilience efforts.
- Coordinating stakeholder meetings, workshops, and briefings related to DOE programs and project initiatives.
- Preparing meeting summaries, action item trackers, and follow-up communications.
- Supporting development of external communications materials such as fact sheets, program summaries, and briefing documents.
- Facilitating information exchange between DOE program teams and project stakeholders to ensure alignment on regulatory and program requirements.
Project Management Support: The Coordinator provides project management support. Responsibilities include:
- Developing and maintaining project tracking tools.
- Coordinating project timelines, deliverables, and internal review milestones.
- Tracking risks, stakeholder concerns, and project dependencies.
- Supporting leadership briefings and status updates on stakeholder-driven projects.
Required Qualifications:
- Bachelor's Degree, 5-9 years of experience; additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
- Two (2) years of experience supporting the Department of Energy in a similar capacity and three (3) years of experience supporting federal customers in a similar capacity, such as:
- Experience working with federal energy programs, state energy offices, or electric utility stakeholders.
- Experience supporting stakeholder engagement initiatives or intergovernmental coordination activities.
- Familiarity with federal grant programs or cooperative agreements related to infrastructure or energy programs.
- Strong understanding of federal regulatory processes and legislative procedures.
- Demonstrated ability to effectively communicate complex information to diverse audiences, both verbally and in writing.
- Proven organizational skills and ability to manage multiple priorities in a fast-paced environment.
- Proficiency in tracking systems and project management tools.
- Bilingual (Spanish/English) is highly preferred for this role.
- Knowledge of U.S. energy policy, electric grid modernization initiatives, or state energy programs.
- Strong analytical, research, and program coordination capabilities.
- Experience synthesizing technical or programmatic information into clear written summaries and briefing materials.
- Strong organizational and project management skills with the ability to manage multiple assignments simultaneously.
- Proficiency with Microsoft Office tools including SharePoint, Teams, Word, Excel, and PowerPoint.
- Strong written and verbal communication skills, including the ability to summarize meeting discussions and research findings clearly and concisely.
- Ability to successfully complete a DOE background investigation.

Multiple factors contribute to determining the final pay for a position. These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team. The pay range for this position based on full-time employment is $130,000 - $170,000.
