Join the Ramily! Winston-Salem State University (WSSU) is seeking a Director of Budget, Financial Planning, and Shared Services. This office is the touchpoint through our campus community. Budget, Financial Planning, and shared services may not wear capes, but we are financial superheroes, balancing multi-million-dollar budgets, forecasting the future (without a crystal ball), and somehow making spreadsheets look like works of art. They translate complex numbers into clear strategy, keep the lights on, and the water running (literally), and ensure every dollar is working as hard as our faculty and staff. The Director of Budget, Financial Planning, and Shared Services reports to the Associate Vice Chancellor for Financial Services and supervises two budget analysts and two business officers. The Director of Budget Financial Planning, and Shared Services supports all university budgeting activities, and works to accommodate the processes and technical requirements of the
UNC System with consideration to the university's specific needs. This position oversees the development, ongoing maintenance, and financial analysis of the University's budget. This position handles budgetary matters involving Federal, State, Auxiliary, Overhead Receipts, Athletics and Student Activities funding. This position is responsible for establishing sound revenue projections, establishing allotments, and reviewing financial transactions to assure compliance with University policies and procedures, and Federal and State regulations. This position also acts as a liaison to the Office of State Budget and Management.
Responsibilities of theDirector of Budget, Financial Planning, and Shared Services include:
- Managing projects for the Associate Vice Chancellor for Financial Services.
- Providing advice and counsel to the other divisions of the university regarding financial matters.
- Analyzing financial performance monthly and authorizes financial adjustments within allowable limits.
- Collaborating with university leaders to develop a long-term financial planning model and to help fund WSSU's strategic priorities.
- Collaborating with the UNC System Office as it advocates for public higher education funding across North Carolina.
- Developing, streamlining and documenting internal budgeting procedures across multiple funding sources with varied budgetary constraints.
- Serving as the campus liaison for Office of State Budget & Management (OSBM) and the UNC System for appropriate interpretation and communication of policy guidance received and directs procedural changes to achieve compliance.
- Advising operational units on position management in consultation with the Human Resources department, to include vacant positions.
- Providing campus-wide leadership/guidance regarding budget-processing related tasks.
- Serving on Vacancy Review Committee to validate appropriateness of positions requests in line with strategic and operational budget.
- Providing managerial oversight and leadership to the Office of Budget and Financial Planning and Shared Services which includes a staff of two Budget Analysts, and two business officers.
- Developing reasonable job expectations and meeting with staff to discuss performance as directed university guidelines or as situation warrants.
- Participating in division director's leadership meetings and other campus wide meetings to discuss allocation process and status of university finances.

- Minimum of seven years experience in an accounting and fiscal management environment required, preferably in a higher education institution or organization

- Thorough knowledge of current business and university accounting practices
- Excellent analytical skills
- Sound knowledge of statistical research methods and techniques
- Familiarity with automated financial systems.
- Excellent communication skills, ability to work cooperatively with and lead staff, and uphold customer service standards.
