Hybrid Work Arrangement:
This position is eligible for a hybrid work arrangement in accordance with NC State University guidelines. The work schedule and location are subject to modification at any time to meet operational needs and will be determined by and remain at the discretion of the supervisor.
Primary Purpose of Position: The Fiscal Manager serves as a key financial professional within the College of Education at NC State. The position manages a complex portfolio of sponsored research, contracts, and foundation-funded initiatives, ensuring fiscal integrity and compliance with federal, state, and University policies. This role provides strategic financial guidance and oversight to faculty and staff supporting the College's mission. The Fiscal Manager works directly with principal investigators, ensuring compliance with all applicable University, state, and federal regulations, and maintaining strong internal controls to support accurate, transparent, and compliant fiscal management.
Key Responsibilities:
Professional Knowledge (25%)
- Apply in-depth knowledge of accounting theories and principles and systems design.
- Recognize complex and unique issues and develop resolution and/or consult with leadership to achieve resolution; consistently serve as a technical resource
- Identify problems and changing requirements regarding management needs, auditing and other fiscal procedures, account structures or reports, and accounting systems, and be responsible for modifications.
- This position requires a high level of professional knowledge in the field of cost accounting. Cost Accounting Standards (CAS) dictate decisions regarding the allowability, allocability, and reasonableness of expenditures charged to a sponsored project.
Financial Management & Compliance (50%)
- Oversee financial grant activities, including budgeting, projections, reconciliations, and closeouts.
- Ensure accuracy, consistency, and compliance in all financial reporting and expenditure tracking.
- Support development and monitoring of budgets for new and continuing awards; prepare financial reports for internal and external stakeholders.
- Prepare, review, and process grant-related transactions such as journal vouchers, payroll reallocations, cost transfers, requisitions, reimbursements, and sub-award payments.
- Maintain audit-ready documentation and ensure compliance with sponsor terms, cost accounting standards, and internal controls.
- Accurately processes and approves all closeouts in a timely manner, adhering to appropriate deadlines.
- Interpret and apply Uniform Guidance, state fiscal rules, and NC State financial policies to all fiscal operations.
Strategic Analysis & Financial Planning (25%)
- Develop budget projections and expenditure analyses to inform strategic decision-making by PIs
- Identify fiscal risks and recommend proactive strategies for budget alignment and sustainability.
- Conduct reviews with researchers and leadership to assess spending patterns, cost-sharing, and effort commitments.

Minimum Education and Experience:
Bachelor's degree from an accredited institution in Accounting, Finance, Business Administration, or a closely related field and two to three years of professional accounting experience, including exposure to post-award administration, sponsored programs, or endowment financial management.

- Thorough knowledge of accounting principles and working knowledge of federal and state fiscal regulations.
- Demonstrated experience managing sponsored-research portfolios in a higher-education or large-organization setting.
- Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
- Proficiency in PeopleSoft Financials (or comparable ERP system), Excel, Word, and Google Suite.
- Ability to work independently, exercise sound judgment, and manage multiple priorities in a fast-paced environment.
- Proven ability to manage multiple funding sources (federal, state, foundation, and institutional) and to monitor, reconcile, and report on financial activities across multiple projects.
- Excellent written and verbal communication skills, with the ability to convey complex financial information clearly to a variety of audiences.
- Demonstrated experience working in sponsored research portfolios or post-award financial administration in a higher education or large, complex organization.
