We are seeking a Community Outreach & Mobile Clinic Tech. The Baltimore City Health Department (BCHD), in collaboration with Johns Hopkins, conducts mobile clinics that deliver specialized health care services to people who use drugs (PWUD) in Baltimore City. This position will be an integral part of a multidisciplinary team that includes clinicians, community health workers, peer recovery specialists, and other staff to engage and provide services to clients living with HIV, hepatitis C (HCV), opioid use disorder, and acute or chronic wounds. This position will serve as the primary driver of and spend most of their time on the Mobile Clinic vehicle called the Spot, which parks at designated community sites with high rates of opioid-related overdose four days per week. The position will be responsible for driving the Mobile Clinic vehicle two to four days a week, assisting with setting up and breaking down the clinic site, and performing basic vehicle upkeep. Clinical duties include client service orientation and registration, basic clinic flow management, simple laboratory specimen collection and point-of-care testing, and other duties as needed. The technician will engage with clients in person on the van or during street outreach, and periodically via our telemedicine line. This position requires someone self-motivated, willing to work in mobile and community settings, flexible in learning new service delivery models, and energized by working collaboratively with a team.

Specific Duties & Responsibilities

  • Provide program information to prospective patients regarding HIV, HCV, buprenorphine, and wound care programs at all street-based locations and telemedicine visits.
  • Engage community members around mobile clinic sites as an ambassador for the Spot program, using a welcoming, non-judgmental approach to encourage clients to access services or refer others.
  • Help navigate patients through the clinic enrollment process for HIV, HCV, and buprenorphine programs using an electronic medical record system. This will include face-to-face visits and phone sessions, as needed.
  • Perform simple laboratory specimen collection and point-of-care testing, as needed, following mobile clinic protocols. Navigate patients through establishing insurance through Maryland Health Connection.
  • Drive the Mobile Clinic Vehicle as part of routine job duties. Drive the Mobile Clinic Vehicle to and from the clinical site up to 4 days a week.
  • Inspect the vehicle before and after each route/scheduled drive to ensure proper functioning.
  • Obey all traffic laws.
  • Assist with preparations and ongoing maintenance of the Mobile Clinic Vehicle, including maintaining fuel levels; ensuring overall cleanliness before, during, and after visits; performing equipment checks; maintaining inventory supplies; and performing other duties required to support the vehicle's readiness to operate and accept participant encounters.
  • Support the Operations Lead by coordinating and communicating maintenance needs with external vendors to ensure timely, efficient, and high-quality service delivery.
  • Ensure the safety of all patients and staff.
  • Assist patients with getting on and off the Mobile Clinic Vehicle when required.
  • Along with other team members, set up and break down the clinic site, including tents and other equipment, daily.
  • Prepare supplies for clinic days.
  • Other duties as assigned.


Minimum Qualifications
  • High school diploma or equivalent.
  • Two years of related experience.
  • Valid driver's license.
  • Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
