Job Summary:

The Navy Facilities Construction Manager will serve as the primary point of contact for construction project oversight across the installation. This position is responsible for leading and managing multiple construction and infrastructure projects from concept through closeout. The Facilities Construction Manager will coordinate with NAVFAC, base leadership, engineers, architects, and contractors to ensure alignment with mission requirements, regulatory compliance, schedule performance, cost control, and quality standards.

Essential Duties & Responsibilities:

  • Lead and manage construction projects from concept development through project closeout, including scope development, scheduling, budgeting, and quality control.
  • Coordinate with NAVFAC, base leadership, engineers, architects, and contractors to ensure project alignment with operational and mission requirements.
  • Review design documents, engineering drawings, plans, and specifications for feasibility, accuracy, and compliance with Navy and federal standards.
  • Monitor project progress and performance, identify risks, and implement corrective actions to maintain schedule and cost objectives.
  • Conduct regular site inspections to ensure compliance with safety regulations, contract requirements, quality standards, and environmental policies.
  • Oversee contractor performance, resolve field issues, and enforce contract compliance.
  • Manage Requests for Information (RFIs), change orders, technical submittals, and contractor correspondence.
  • Ensure all work complies with DoD, NAVFAC, Unified Facilities Criteria (UFC), OSHA, and environmental regulations.
  • Promote a strong safety culture and enforce safety protocols across all project sites.
  • Serve as the primary liaison between Navy leadership, contractors, engineers, and external agencies.
  • Prepare and deliver project briefings, reports, and documentation to command leadership.
  • Develop cost estimates, track expenditures, and manage project budgets.
  • Participate in acquisition planning, contract evaluation, and contractor selection activities.
  • Verify contractor invoices, progress payments, and deliverables for accuracy and compliance.
  • Support mission readiness by ensuring facilities and infrastructure meet operational requirements.

Competencies:

  • Strong knowledge of federal construction standards and NAVFAC processes.
  • Working knowledge of federal acquisition regulations (FAR/DFARS) and MILCON programs.
  • Ability to read and interpret engineering drawings and technical documentation.
  • Strong leadership and coordination skills in high-tempo environments.
  • Excellent written and verbal communication skills.
  • Strong analytical, risk management, and problem-solving abilities.
  • Ability to manage multiple concurrent projects effectively.
Requirements

Minimum Requirements/Education:

  • Experience in construction management, civil engineering, facilities engineering, or a related field.
  • Prior military or DoD construction experience (Seabees or NAVFAC experience highly preferred).
  • Demonstrated ability to manage multiple projects in a high-tempo environment.
  • Professional certifications such as PMP, PE, CQM-C (Construction Quality Management for Contractors), or OSHA safety credentials preferred.
  • Experience with federal acquisition (FAR/DFARS), MILCON, or large-scale infrastructure programs preferred.

Security Clearance:

  • Ability to obtain and maintain a Secret Clearance.
