The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking qualified candidates for the position of Budget Analyst (Fiscal Services Administrator II) within the Office of Finance. The Budget Analyst is responsible for providing support, review, approval, and recommendations for MDOT's budget for one or more modal administrations. The incumbent is responsible for developing expertise in their assigned modals, providing support for the State's Budget Analysis and Reporting System (BARS), and for supporting the review and approval of MDOT's budget by the Department of Budget and Management (DBM) and the Maryland General Assembly. The Budget Analyst will also review and edit legislative fiscal notes. Work products of the Budget Analyst are reviewed by the Senior Budget Analyst, and overall supervision is provided by the Director of Budget.

Responsibilities include but are not limited to the following:

  • Operating budget formulation, justification, execution, monitoring, and control
  • Developing an operating budget within the financial capacity of the Transportation Trust Fund
  • Reviewing revenue, spending, and performance data of assigned modes
  • Performing financial and data analysis
  • Making recommendations on modal budgets, spending and operations
  • Reviewing and coordinating modal responses from DBM and Department of Legislative Services for budget justification and presentation while ensuring compliance with MDOT's policies
  • Monitoring legislation for responses to requests, and various reporting requirements related to the budget
  • Reviewing and analyzing fiscal year-end closeout documents
  • Maintaining and recommending appropriate internal controls to ensure the accuracy and reliability of financial records

Availability to work extended hours may be necessary during the development of the budget (September through January).

Two (2) vacancies currently exist at MDOT TSO in the Office of Finance, which is located in Hanover, Maryland (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and required on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Possession of a bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.

Experience: Six (6) years of experience in professional accounting, auditing, budgeting, fiscal or financial management. Three (3) years of this experience must have involved budget development, analysis, execution, and/or monitoring.

2. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required experience.

3. Applicants may substitute possession of a master's degree in one of the above specified fields or concentrations for one year of the required experience.

4. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.
