Overview
Modern Technology Solutions, Inc. (MTSI) is seeking a Sr Acquisition Lead with deep expertise in acquiring highly classified ACAT-like space control systems. This position supports a U.S. Space Force (USSF) program office responsible for planning, executing, and overseeing complex acquisition activities spanning development, integration, testing, and operational transition for advanced space control capabilities. Work is performed in secure government facilities supporting sensitive and highly responsive programs.
Responsibilities
As a Sr Acquisition Lead, you will provide senior-level leadership, acquisition strategy development, documentation oversight, and program management support across all acquisition lifecycle phases. You will guide teams through major acquisition milestones, source selections, program reviews, and Defense Acquisition Board preparations. You will ensure coordinated execution across engineering, contracting, financial management, and mission partners while advising senior government leadership on risks, schedules, and programmatic decisions.
Roles and Responsibilities
  • Serve as the primary advisor for acquiring highly classified ACAT-like space control systems.
  • Lead the development, review, and coordination of Defense Acquisition Board documentation, milestone decision materials, and statutory/regulatory artifacts.
  • Provide expert guidance on all activities required to support major source selections for ACAT-like programs, including RFP development, evaluation criteria, and formal evaluation processes.
  • Support contracting strategy formulation, acquisition planning, and execution in alignment with Air Force contracting policies and procedures.
  • Provide highly knowledgeable support in Air Force financial management, including POM development, financial execution, and budget justification activities.
  • Mentor and lead a multidisciplinary team of acquisition and systems engineering professionals supporting ongoing and emerging program acquisitions.
  • Manage program schedules using MS Project, ensuring realistic planning, risk-informed adjustments, and traceability to program milestones and deliverables.
  • Identify schedule, cost, and performance risks and provide recommendations to maintain program stability.
  • Prepare briefings, milestone reviews, and executive-level decision materials for senior government leadership.
  • Coordinate and lead meetings with contractors, FFRDCs, and government stakeholders across the acquisition lifecycle.
Qualifications
  • Highly knowledgeable in acquiring highly classified ACAT-like space control systems.
  • Expert in developing and coordinating all documentation and activities required to support ACAT-like Defense Acquisition Boards.
  • Expert in developing and coordinating all documentation and activities required to support major source selections.
  • Deep knowledge of Air Force contracting and Air Force financial management processes.
  • Demonstrated ability to lead multidisciplinary acquisition and engineering teams.
  • Strong skills in DoD schedule management and MS Project.
  • Strong communication skills with the ability to present complex programmatic information to senior decision-makers.
  • Experience working in SAPF/SCIF environments supporting DoD or Intelligence Community programs.
Desired Requirements
  • Experience supporting ACAT I/II or highly classified special access programs.
  • Experience with acquisition strategy development, SOW/PWS creation, and execution of competitive procurements.
  • Familiarity with DoD risk management, milestone decision processes, and program governance frameworks.
Education Requirements
  • MA/MS degree required.
  • Tradeoff: A Bachelor's degree is acceptable with 12+ years of experience in similar positions or programs.
  • The Materiel Leader may waive the MA/MS requirement based on experience and mission needs.
  • Degree should be in business, engineering, program management, or a related field from an accredited institution.
Clearance Requirements
  • Active TOP SECRET clearance with SCI eligibility.
  • Must be willing to work within SAP environments.
  • Must maintain TS/SCI eligibility and be willing to undergo a Counter-Intelligence polygraph.
  • U.S. Citizenship is required.
Location/Travel Requirements
  • Full-time on-site support within secure government facilities (SAPF/SCIF).
  • Travel approximately 15-20% within CONUS; some OCONUS travel may be required based on mission needs.

The pay range for this position in California is $140,000/year to $200,000/year; however, base pay offered may vary depending on established government contract wages, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
