Job Overview

The AML Investigator is responsible for supporting the bank's BSA Officer and providing day-to-day support of Horizon Bank's Bank Secrecy Act (BSA) Anti-Money Laundering (AML) and Office of Foreign Assets Control (OFAC) Compliance Programs using industry standards and regulatory guidance to ensure the Bank's compliance efforts are maintained on a daily basis. Serves as a back-up liaison with regard to AML/CFT/OFAC matters and participates in internal audit engagements and regulatory exams.
The AML Specialist demonstrates a high level of competence of mastery in all tasks related to Financial Crimes and possesses the ability to perform many different job functions within AML because of their broad knowledge and successful mastery of the critical skills.


Principal Accountabilities

AML Investigator is heavily engaged in providing oversight and support to the design, maintenance, and management of the AML/CFT/CIPOFAC Compliance Program. They will assist the AML/CFT Officer in projects, reporting, Bank Conversion, Risk Assessments, policy and procedure updates, and participate in ongoing related training for all Bank personnel as needed.

Responsible for adhering to the reporting and recordkeeping requirements of the Bank Secrecy Act and Anti-Money Laundering rules and regulations, observing economic sanctions by prohibiting transactions as specified by the Office of Foreign Asset Control (OFAC, following the bank's customer identification program (CIP) rules, observing all Bank policies and procedures relating to BSA, AML, CFT, OFAC, CIP, and related acts.


Duties

  • Conduct case investigations and prepare Suspicious Activity Reports (SARs)
  • Conduct high-level Enhanced Due Diligence Reviews on customers such as ATM, TPPP, and MSB customers.
  • Provide assistance, training and guidance to all Bank advisors regarding interpretation and implementation of the Bank Secrecy Act and related federal regulations and this compliance program.
  • Work with positive 314a and OFAC matches to maintain compliance and reporting requirements.
  • Participate in 314b Information Sharing.
  • Provide input and assistance with the creation and maintenance on internal procedures.
  • In conjunction with the BSA Officer, perform testing, model validation, and other updates to related BSA system, procedures, policies, and risk assessments.
  • Ensure monitoring of all watch lists (including OFAC and 314a) is conducted timely and review all 314(a) requests that result in a hit.
  • Other duties as assigned.


Qualifications & Skills

  • 3+ years BSA experience, or equivalence in skill/relevant subjects
  • 5+ years banking or regulatory experience. Working with regulatory bodies including the FDIC, CFPB and others as it relates to financial institutions BSA/AML programs preferred.
  • Advanced degree in a related field and/or Certified Anti-Money Laundering Specialists (CAMS) designation preferred
  • Extensive knowledge of BSA/AML/OFAC compliance regulations and requirements.
  • Must exhibit attention to detail and sense of urgency to complete assigned tasks.
  • Must possess the ability to identify risks and implement mitigating controls to reduce risk exposure in various situations and be able to conduct effective research and use of all tools available to track down specific items needed to complete fraud investigations.
  • Excellent verbal and written communication skills.
  • The ability to analyze and interpret information to arrive at a logical conclusion.
  • Exceptional organization, time management and follow-up skills. Excellent interpersonal skills and ability to communicate effectively with customers, bank employees and outside service providers.
  • Ability to follow detailed instructions and a wide range of procedures requiring sound judgment.
  • Ability to perform complex mathematical computations using various business machines and/or computers.
  • Must have proficient typing and computer skills in Microsoft Office Suite (Word, Excel and PowerPoint).
